Wakil Gubernur Jawa Barat, Nu’man A.Hakim dalam berbagai kesempatan menyatakan keprihatinan yang mendalam atas meluasnya penduduk Jawa Barat yang terkena penyakit AIDS /HIV. Beliau sampai mengusulkan, perlunya rumah sakit khusus untuk penanganan penderita AIDS/HIV. Stop penggunaan NAFZA khususnya yang menggunakan jarum suntik, kemudian setialah kepada pasangannya dan jika tidak mampu setia pada pasangan, maka gunakanlah kondom, jelasnya. Tentunya, himbauan Wagub tersebut, hanya ditinjau dari sisi umum saja, sedangkan yang dari sisi khusus adalah, bagaimana aturan agama diterapkan dalam perilaku seseorang. pada tahun 1987, selanjutnya telah berkembang dengan sangat pesat dan menjadi epidemi terkonsentrasi di 6 propinsi, yaitu Bali, DKI Jakarta, Jawa Barat, Jawa Timur, Papua dan Riau, serta cenderung terjadi pula di beberapa propinsi yang lain. Dalam upaya menghindari agar epidemi tersebut tidak menjadi lebih luas lagi, dan menyebar ke populasi umum (generalized epidemic) dan menjadi ancaman nasional, maka pada hari ini, Senin, tanggal 19 Januari, kami yang berkumpul di Sentani (Propinsi Papua) dalam rangka Pertemuan Koordinasi KPA Nasional dengan 6 propinsi prioritas Penanggulangan HIV/AIDS di Indonesia dengan sadar dan penuh tanggung jawab menyatakan kesepakatan bersama dengan gerakan nasional untuk memerangi HIV/AIDS melalui Gerakan Nasional dengan upaya-upaya sebagai berikut: Pertama: Mempromosikan penggunaan kondom pada setiap aktifitas seksual berisiko dengan target pencapaian 50% pada tahun 2005.

This refers to the one-month period immediately following HIV infection, when a person tends to have the highest levels of HIV circulating in their blood.
