Reserve Board and the Federal Open MarketCommittee
on Tuesday released the attached minutes of the Committee meeting held on October
30-31, 2007. A Summary of Economic Projections made by Federal Reserve Board members and Reserve Bank presidents is also included as an addendum to these minutes.
The minutes for each regularly scheduled meeting of the Committee ordinarily are made available three weeks after the day of the policy decision and subsequently are published in the Board’s Annual Report. Summaries of Economic Projections are released on an approximately quarterly schedule. The description of economic and financial conditions contained in these minutes is based solely on the information that was available to the Committee at the time of the meeting.

Market giant Impac Mortgage Holdings
has revealed that it has been the subject of margin calls from Bear Stearns, noting that it cannot file its third-quarter financials on time and expects to report a ‘larger than anticipated loss’.
Impac also revealed that it now has a “stockholders’ deficit.”
At deadline time, its shares were trading down 10% to a new 52-week low of $0.68. In a filing with the Securities and Exchange Commission, Impac, a publicly traded real estate investment trust(REIT) said Bear Stearns had seized $286 million in residential loans from the company because of unmet margin calls.
It also said it was in “technical default” on several warehouse lines. In late September they exited most origination markets, and closed its warehouse and commercial mortgage divisions.

An online article published Thursday afternoon by Fortune magazine questioned Fannie Mae’s accounting for bad loans, sparking a steep sell off in the stock and a quick response from Fannie Mae.
The Fortune article, titled “Fannie Mae’s fuzzy math,” said the government sponsored enterprise has changed the way it accounts for bad loan losses in a way that could “mask that credit losses are rising above levels that the company predicted just three months ago”.
In a Friday morning conference call, Fannie Mae chief financial officer Stephen Swad defended the company’s calculations of its loss ratio and said part of the $670 million credit loss provision reported for the third quarter will be recovered, because some delinquent loans purchased from mortgage securities will cure.
Fannie Mae did not disclose its expected cure rate.

Home values nationwide have declined 5.7% during the past 12 months, according to Zillow’s Q3 2007 Home Value Report, leaving many recent homeowners with negative equity.
Zillows, an online real estate data provider, estimates that 16% of homeowners who bought in the last year and almost 18% who bought two years ago have current home values that are below the original mortgage amount.
By comparison, fewer than 2% of owner who bought a home five years ago have seen their equity slide into negative territory, Zillows said.
Housing markets with the greatest proportion of negative equity include California’s Central Valley, parts of Florida and Las Vegas, Zillows said.

Washington , DC – For the first time in nearly thirteen years, U.S. home prices experienced a quarterly decline. The OFHEO House Price Index (HPI), which is based on data from sales and refinance transactions, was 0.4 percent lower in the third quarter than in the second quarter of 2007. This is similar to the quarterly decline of 0.3 percent (seasonally-adjusted) shown in the purchase-only index. The annual price change, comparing the third quarter of 2007 to the same period last year showed an increase of 1.8 percent , the lowest four-quarter increase since 1995. OFHEO’s purchase-only index, which is based solely on purchase price data, indicates the same rate of appreciation over the last year.

Despite a two year decline of 3.65% in home prices, the conforming loan limit for mortgages purchased by Fannie Mae and Freddie Mac next year will remain at the 2007 level of $417,000, according to the Office of Federal Housing Enterprise Oversight.
Only twice since 1980 has the average price of houses sold between one October and the next fallen, and both times, in 1994 and 1995, Fannie and Freddie elected to keep the ceiling on loans they can buy or guarantee at the then current level.
In 2004, OFHEO, the safety and soundness regulator of the two government sponsored enterprises, took over responsibility for adjusting the limit. And in October, the agency offered a revised proposal for calculating and implementing decreases as well as increases, and said the limit would not be lowered for 2008, regardless of pricing data, to avoid disruption in the mortgage market and “assure an orderly and transparent process for any downward adj

Senator Charles Schumer has urged the regulator of the Federal Home Loan Banks to undertake a special review of the loans that Countrywide Bank has pledged to collateralize $51 billion in advances from the FHLBank of Atlanta.
The thrift subsidiary of Countrywide Finance increased its advance borrowings in the third quarter by $28.2 billion, up nearly 80% from those of the previous quarter.
In a letter to the Federal Housing Finance Board, Schumer urged the regulator to “probe” the underlying risk of Countrywide’s collateral, which includes payment option mortgages.

Only Mortgages and Some Option ARMs
The Federal Housing Administration is willing to refinance certain delinquent borrowers with interest-only and payment-option adjustable rate mortgage under the FHASecure program, which is designed to rescue subprime borrowers.
However, the delinquency on an IO or option ARM must be the result of an interest rate reset or the full amortization of the mortgage, according to the Department of Housing and Urban Development.
Shortly after HUD launched FHASecure on September 5, lenders began asking whether IO and option ARMs would be eligible.
Mortgage industry consultant Bud Carter pointed out the revision. “FHA will refinance almost any loan, except a conventional fixed rate mortgage that is delinquent,” he said. Mr. Carter is with Potomac Partners in Washington.

The C-BASS owned Fieldstone Mortgage of Maryland which closed its doors last week has filed for Chapter 11 bankruptcy protection.
According to the Mortgage Industry Directory, Fieldstone ranked 26th among all subprime lenders last year, funding $5.2 billion.
According to its bankruptcy filing, its creditors include Morgan Stanley, Bear Stearns, and Countrywide Financial, among others. C-BASS, in turn, is owned by two publicly traded mortgage insurance companies, MGIC and Radian, which have been trying to sell the company and its servicing unit, Litton Loan Servicing of Texas.
In February C-BASS bought Fieldstone, a publicly traded real estate investment trust, for $260 million. This past summer, in the wake of the margin calls, MGIC and Radian wrote down their interest in C-BASS by $1 billion.
