Here's a cheat sheet that'll help you navigate the waters while your shopping for your next phone—or trying to get the most out of the handset you've got.Most of the confusion arises when it comes to the various types of cell phone networks. For example, when I ask my aunts and uncles which networks their phones work on, they'll usually tell me their carrier instead of whether they're using GSM or CDMA—and frankly, before I started writing about cell phones for a living, I didn't know the difference, either. So first, let's start with a quick overview of the two main standard for cell networks:GSM: Short for Global System for Mobile Communications, GSM is the most widespread standard for cell phones networks in the world. What it would be is a Linux -based software suite which it is trying to persuade the carriers to use, and then subsidize the service by monetizing it through advertising. Google (NSDQ: GOOG) is not expected to charge phone makers a licensing fee for the software. It could announce the plans this year, and the service could launch next year, the story says. Some major skeptics abound: Arun Sarin, CEO of Vodafone Group (NYSE: VOD), which promotes the Google service on its phones, said it was not clear what compelling functions Google would offer that are not already available. “What is it that is missing in life that they are going to fulfill?” Sarin said. ”It is not a no-brainer. China's mobile phone output surges 27.9% in 1st 8 months

Mobile phone calls within the EU have become cheaper under new limits set by the European Commission. The Commission has established limits on the amount mobile phone companies can charge their customers. Operators can now charge a maximum of around 34 pence a minute for making calls, and 17 pence to receive a call. The move has been welcomed by consumer groups, but some say charges are still too high when using a mobile phone outside the European Union. The new rules do not apply to text messaging nor internet access on a mobile phone. The European Commission says those prices are high, and it hopes operators will lower them voluntarily. BBC correspondent Sumant Bhatia said that in some cases, the new tariffs would be less than half the rate charged by networks earlier this year. And those costs are expected to fall further over the next two years. Common sense would seem to dic tate that driving while talking on a hand-held cell phone or text messaging poses distractions that endanger oneself and others. But since such thinking is in too short of supply, a legislative remedy to this public safety issue is in order. Reps. A hoax in Pennsylvania actually isn't a bad idea.Recently, an official-looking "Legislative Brief" showed up that stated, in very government-speak, that as of Nov. 10, it would be illegal to use handheld cell phone s in the Commonwealth of Pennsylvania. The "brief" even stated the penalties for breaking the so-called law.Now we know the brief was a hoax, but like all good rumors, there's a kernel of truth somewhere.In this case, House legislators have, in fact, approved for discussion a measure that would prohibit most drivers from using hand-held cell phones. House Bill 1827 is scheduled to be discussed today as a part of a "distracted-driver public hearing" by the House Transportation Committee.So there's a movement afoot for Pennsylvania to look closely at what drivers are doing when they should be concentrating on the road.New York recognized this problem in 2001 and enacted the first law in the country banning the use of hand-held phones while driving.Now the issue for New York
