~Snooper~The reason why is here. Check it out. The Leftinistra just don't get it and that is indeed a Clear and Present Danger.A growing number of Democrats have falsely accused Sen. John McCain of "promising" 100 years of war in Iraq. In fact, McCain's point was that the presence of American forces promotes stability. That's been the case in Europe and Asia, where Americans have been stationed for more than half a century. It's been true in the Balkans since the 1990s, when President Clinton sent troops there. America’s military plays a beneficial role when it eliminates America's enemies; it does so also when it stays on to prevent those enemies from reemerging. But there is a hard truth that McCain did not state: A hundred years from now, Americans might still be fighting militant Is

And it's a valid complaint. But rather than throw out the baby (outsourcing) with the bad water (poor outsourcing governance), just change the water. This excellent article reminds readers that a new outsourcing relationship is like any other, one that requires an inevitable period of adjustment not to mention a learning curve (proper training helps), and a commitment on both parties' parts to communication.Your job isn't done once you're done reviewing, evaluating, and selecting your outsourcers. Transparency and Good Governance to Satisfy Singaporeans and Retain Talents
Singapore is already a financial hub in Asia alongside with Hong Kong and Tokyo, but it needs to retain high-valued talents to fill important positions in the private sectors, government-linked companies (GLCs) such as Singapore Technologies and Singapore Airlines (SIA), or even statutory boards such as CPF, HDB and LTA. I applaud Singapore’s “leaving no stones unturned” kind of approach in attracting global and regional activities with the introduction of numerous initiatives throughout the years to enhance our competitiveness in the global market. Two important examples were the recent reduction of the corporate tax rate by 2% from 20% to 18% and the increase in the corporate tax exemption threshold from S$100,000 to S$300,000, both taking effect from Year of Assessment (YA) 2008. There was also an earlier initiative under the Unilateral Tax Credit Scheme for service incomes which allows to cover all service incomes remitted from all non-treaty countries such as the US

      CILIP Governance - update
It doesn't sound like much(!), but it really implies a lot of work behind the scenes: at our last meeting the GiG finalised the CILIP Regulations with the CILIP legal advisers, and these will be presented to Council next week. [ Note of explanation: CILIP has a Royal Charter which essentially sets out our aims and purpose, and then there is a set of Byelaws which dictate how the Institute is to be run. Both of these have to be approved by Privy Council, and we are in the middle of this process now - hoping for an agreement in principal before Council. 'Beneath' the Byelaws sit the Regulations, which set out in more detail what is and is not acceptable or expected practice. These do not need external validation and are consequentially easier to change from time to time as need dictates. ]I can also report here that the promised FAQ on the Policy Forum - the response to Group and Branch questions in the earlier consultation - will be available on the GiG web pages within the week. SharePoint Governance is an extremely important process to help guide and control any SharePoint implementation. Many organizations start down the rabbit hole with proof-of-concepts and trial installations that quickly get out of hand. I heard one IT manager refer to it as "SharePoint under every desk" and by that he meant runaway deployments that stretched IT support resources, duplicated content, created multiple "sources of truth", and generally caused much weeping and gnashing of teeth.A detailed governance document should be created early in the development of any SharePoint implementation. Key elements of a governance plan include coming up with an internal communications process, identifying key human and technical resources for the implementation, organizing training and support, and providing a clear hierarchy of roles and responsibilities for common SharePoint tasks such as managing documents, developing and maintaining content, provisioning sites, and providing end-user supp

Indonesia's relatively high external debt levels, continued weakness in some areas of governance, and low levels of investment limiting long-term growth still pose some challenges to the economy, Moody's Investors Service commented. The agency said its positive outlook on the government of Indonesia's 'B1' local and foreign currency bond ratings reflects Indonesia's improving political and economic stability, diversified economy supporting stable growth, prudent fiscal policy and the government's improving debt trajectory and external payments position. 'In 2007, Indonesia's fiscal deficit is likely to exceed the government's original target of 1.1 pct of GDP

      CILIP Governance Implementation Group News
The Governance Implementation Group (GiG) met again on Friday, and so – as usual – here is an update on progress. A small number of responses were received to the consultation exercise with Branches and Groups, etc with respect to the Policy Forum specification. The responses were largely positive, but there were a few queries. The GiG felt that the best way to respond to these – as none of the questions affect the way in which it is anticipated the Policy Forum will work – was to publish all responses on the GiG web pages, followed shortly by a ‘FAQ’. Most of the meeting was spent going through the first draft of the Regulations which had been received from the CILIP lawyers. The GiG meets again before Council in July and so, in keeping with our timetable, the new Regulations should be presented to Council on the 16th. Also to go to Council, will be the specification for the new Remunerations Panel, and the interim rules for election to the (new) 2008 Council,

CILIP: Arrangements for the first Council under new governance
You will all know by now that it is intended that the new governance 'regime' will begin on 1st January 2008; the corollary to this is that we need to have a new, new-style Council in place by that date. This will mean elections taking place in the Autumn of this year. These elections will be arranged by the current Council under the transitional powers available to it in the revised Bye-laws.However, in the event that the AGM does not approve the new Bye-laws necessary to effect the new governance structure, the existing Council is able to, and will, continue until March 2008. >>Technorati tags: CILIP; governance>>IceRocket tags: CILIP; governance

CILIP Governance Implementation Group: Draft Charter and Bye-laws (2)
Colleagues will be pleased to learn that at yesterday’s meeting, CILIP Council discussed the proposed Royal Charter and Bye-laws which the Governance Implementation Group, together with CILIP’s lawyers, has drafted to enable the changes to governance. Following a short discussion, Council agreed the draft which will now – shortly – be sent to Privy Council. In presenting the draft documents to Council, I noted that our aims in developing them were in line with those of the Task Force report: to provide greater simplification and transparency; and to facilitate the new governance structures and e-governance. Thanks were also minuted to both Guy Daines and the CILIP lawyers for the huge amount of hard work covered in a relatively short time. >>Technorati tags: CILIP; governance>>IceRocket tags: CILIP; governance

CILIP Governance Implementation Group: Draft Charter and Bye-laws
Following some hard work on the part of the CILIP lawyers and Guy Daines (not to mention the GiG!), draft versions of both the Royal Charter and the CILIP Bye-laws have been developed to reflect the new governance structure endorsed by Council in December 2006. These may now be found at:http://www.cilip.org.uk/aboutcilip/governance/ governanceimplementation.htmAs is shown in the Timeline of Governance Events, these must now be approved by Council before being sent to the Privy Council for approval. In order to gain that approval in 2007, thus enabling the new governance to become effective on 1st January 2008, these documents will need to be sent to the Privy Council before the end of April 2007.If you wish to compare the proposed new versions with the current Royal Charter and Bye-laws you can access these as follows:In the CILIP Year Book (use a recent edition, 2006-2007 or 2005-2006),or on the CILIP website at:http://www.cilip.org.uk/aboutcilip/charterMissionGoals/charter.htmhttp://

The Jay and the PeacockA Jay venturing into a yard where Peacocks used to walk, foundthere a number of feathers which had fallen from the Peacockswhen they were moulting. He tied them all to his tail and strutteddown towards the Peacocks. When he came near them they soondiscovered the cheat, and striding up to him pecked at him andplucked away his borrowed plumes. So the Jay could do no betterthan go back to the other Jays, who had watched his behaviorfrom a distance; but they were equally annoyed with him, andtold him:"It is not only fine feathers that make fine birds."Moral:Fine feathers do not make fine birds.Make-up may do wonders but deep inside, you are who you are.Kidding me:For some light-hearted humor, the fable continues ...Peacock, being proud but brainless, decided to teach Jay a lesson. He tricked Jay to go up a cliff with him. CILIP: And so to new governance
Following CILIP's acceptance of the report of the Government Review Task Force at the December Council Meeting, much has been going on behind the scenes in preparation for tomorrow's first meeting of the Governance Review Implementation Group. Hopefully, readers will have seen my previous posting, which pointed to the principles under which the new governance will function; a copy of the Task Force's report is now also available on the CILIP web site. Preparations have been made, legal advice taken and an important item on Wednesday's agenda is the implementation schedule. Those of us who sat on the Task Force and now sit on the Implementation Group are determined on two things: transparency or openness, and timeliness - or "progress the implementation as swiftly as possible" (p.6) as the report says. To quote: "Most importantly, however, we believe it important that the membership sees progress being made on implementation rather than giving an appearance of inactivity until Byel

Nigerian Democracy and Good Governance: - The Youth as a Tool of Positive Change
Since Nigeria returned to democracy in May 1999, after almost three decades of military rule, and almost two decades of economic crises, the country has been faced with the complex challenges of national reconciliation, national reconstruction and economic reform. The most urgent issue in Nigeria currently is the issues of democracy, understood not only as an end to military rule but also as the establishment of responsive and responsible political institutions which promote a government that is accountable, prevent corruption, respect human and civil rights, and ensure popular sovereignty. In the midst of these, Nigerian youth have great roles to play to support what the present administration is doing since 1999 when the country backed to democratic system of government. But there are so many factors impeding Nigerian youth as a part of our democratic process growth. The factors are unemployment, non-availability of good and sound education, non-access to good social amenities such a

      Global Ecological Governance Conference
The President of the French Republic Leads Global Ecological Governance Conference in Paris on 2-3 February 2007. "We all know that uncontrolled human activity is bringing about a sort of slow collective suicide. Disaster can only be averted if nations can come together to support jointly agreed commitments. Let us create a United Nations Environment Organization, the expression of the world's ecological conscience, with the means to assume this responsibility, the forum in which we take common action for future generations. France will be hosting an international conference next year to bring together all those who want to make progress on this project, which is crucial to the future of the planet". Extract from the speech of Mr Jacques CHIRAC, the President of the French Republic to the United Nations General Assembly in New York on September 19th 2006.The conference has united more than 200 participants from more than 60 countries.
