Kentucky Education Commissioner Jon Draud was disappointed with the allotment of money lawmakers set aside for school funding."We're certainly not going to move forward," Draud said.Draud said he doesn't yet have complete details, but believes that SEEK funding -- the $3 billion in state money used for day-to-day operations in local school districts -- will continue at the current level for both years of the next biennium.If that is true, Draud said, "it's taking a giant step backwards.""It will be extremely difficult to reach proficiency (goals) by 2014," he said. "I certainly don't think it's fair to our teachers.
