The changes that Secretary Rice is putting into place are similar to what we already use for most police departments across the country. The addition of video cameras to patrol vehicles should go far to rein in the more aggressive Blackwater employees. Of course there will be instances of cameras 'just breaking for no apparent reason but in time they will get used to it. That is, if they are kept in place for any length of time.
