World Bank leaders had convened in Washington DC -- abloom with cherry blossoms -- for their annual spring meeting, and announced plans to launch two new climate-change funds. One new pot of Bank money is focused on the development of clean technology, and the other pot earmarked for 'resilience'-helping countries adapt to rising sea levels, increased intensity of storms, drought, and other economic harms resulting from climate change. From: A man-made famine The reason that today's price increases hurt the poor so much is that all protection from price shocks has been flayed away, by organisations such as the International Monetary Fund, the World Trade Organisation and the World Bank. Even the World Bank's own Independent Evaluation Groupadmits (pdf) that the bank has been doing a poor job in agriculture. Part of the bank's vision was to clear away the government agricultural clutter so that the private sector could come in to make agriculture efficient. But, as the Independent Evaluation Group delicately puts it, "in most reforming countries, the private sector did not step in to fill the vacuum when the public sector withdrew." After the liberalisation of agriculture, the invisible hand was nowhere

WASHINGTON - RISING food prices, which have caused social unrest in several countries, are not a temporary phenomenon but are likely to persist for several years, World Bank President Robert Zoellick says. He says strong demand, change in diet and the use of biofuels as an alternative source of energy have reduced world food stocks to a level bordering on an emergency. Speaking to reporters on Monday before the bank's spring meeting in the coming weekend, Mr Zoellick said the 185-member World Bank would work with other organisations to deal with the crisis by seeking ways to help farmers, especially in Africa, to increase productivity and improve access to food through schools or workplaces. 'This is not a this-year phenomenon,' he said, referring to the price spike. 'I think it is goin

The World Bank lends money to developing countries but also considers itself a "knowledge bank." Its advice can influence government policies as well as its own future policies. The question is, how valuable is that advice? Not even the bank's chief economist, Senior Vice President Francois Bourguignon, could answer that.So he asked a group of economists, led by Angus Deaton at Princeton University, to do an independent study. They examined all research activities carried out by the World Bank between nineteen ninety-eight and two thousand five.Last September, they reported finding many valuable studies. But they also found that advice from the bank was not always balanced. They said the bank sometimes gave greater weight to information that supported its positions and ignored other findings.Professor Deaton tells us this was especially true with research on the relationship between globalization and poverty reduction. He says the bank has a right to defend its own policies. But he say
