      Rep. Terese Berceau is being urged to reintroduce a bill to increase the tax on a barrel of beer in Wisconsin from $2 to $10.The Marathon County Board of Health approved a draft resolution supporting the tax hike approved a draft of the resolution Tuesday that would call for an increase to pay for alcohol treatment, prevention and enforcement. Wisconsin has one of the lowest taxes on beer in the country. During the last session, legislators decided not to act on Rep. Berceau's bill and it died when the session ended.

      In a blow to paralegal regulation, on April 7 and April 8 the Wisconsin Supreme Court denied the State Bar paralegal petition, which would have established licensure and regulation for paralegals.The court will encourage the Bar to work with other interested groups to consider creating a voluntary certification program using programs currently used in other states as models.       Eleven schools in Wisconsin currently heat with biomass materials, and the state Secretary of Agriculture, Rod Nilsestuen, wants to see that number increase. He believes about one-third of the schools in the state would save money if they switched to biomass heating systems. School districts that need to replace boilers should look at biomass options.       The Great Lakes Are Under Threat and Wisconsin Fiddles
      One of the very first acts performed by David Paterson as Governor of New York was to sign a law enacting the Great Lakes Compact, an agreement among all of the States and Canadian Provinces around the Great Lakes to protect the lakes from pollution, invasive species and covetous neighbors. To make a bad pun, it is a watershed agreement, an international coalition to protect one of the world's great resources. Except it has to be approved unanimously and Republican politicians in Wisconsin are playing games, sacrificing one of their greatest assets on the altar of cheesy politics. It says that, since 1987, more than 300 people have received pardons from the governor, with most of the offenses being drug-related and the average pardon appearing 20 years after the crime. One individual describes the State's clemency process as something like, "being a chicken breast, being flipped over on high flame." Bill Lueders of the Wisconsin Freedom of Information Council argues that pardon records should be online.       If state legislators can find a way to agree on a version of the proposed Great Lakes Compact, Gov. Jim Doyle has indicated he will call a special session to allow for action on the plan. "The governor plans to keep pushing legislators to take it up, " said Carla Vigue, a spokeswoman for Doyle. "He would call a special session if there is some indication that legislators would actually bring it to a vote on the floor. " There is no way to change the one-state veto without killing the compact -- and the one-state veto exists under current federal law.       Wisconsin foreclosures up 34 percent
      Foreclosure filings in Wisconsin increased more than 34 percent in February, according to an industry monitor who expects foreclosures to continue to rise throughout much of 2008. In February, 2,080 homes entered foreclosure, according to data compiled by ForeclosuresWI.com, a provider of Wisconsin foreclosure resources and statistics. Through the first two months of the year, foreclosures rose nearly 40 percent to 4,523, up from 3,420 for the first two months of last year. "We expect foreclosures to remain at escalated levels well into 2008, with some experts not predicting a housing market recovery until 2010," said Robert Jansen, president of ForeclosuresWI.com.

      Clinton Whipped in Wisconsin
      Looks like the exit polls were on the money this time. Obama cleaned Clinton's clock by 17% in the Wisconsin primaries. Meanwhile the results of the Hawaii caucuses are still ongoing. If Obama wins those as well he'll have won ten states in a row giving him a huge amount of momentum going into March 4th. Given the fact that Obama is currently unbeaten in caucus states I think that a highly likely scenario. I've already predicted that the winner of Wisconsin will also win Texas. Mind you I still think its going to be a close race. Meanwhile in Ohio Clinton is currently polling 14% higher than Obama. I expect that tonight's two wins will cut that lead by half.       Wisconsin state Sen. Pat Kreitlow thinks that a state better known for its beer than its wine should allow retailers to offer beer samples to customer. Currently, state law allows retailers to offer 3-ounce wine samples to customers, but not beer. Sen.       News: Tyler Donovan (564 PaYd, 4 PaTD, 2 PaINT) may have appeared the easy pick for the Wisconsin starting QB next season, but Spring Practice will have a battle brewing between Donovan and Kansas State Transfer Allan Evridge for the top spot.Fantasy College Football: Dustin Scherer (2 PaAtt, 1 PaINT) is also in the mix, but you can bet that Donovan and Evridge will get most of the looks. The early word is that Evridge, despite transferring from a mediocre program at the time, was pushed out due to a political situation and not because of a lack of talent. Having the sons of two former major league baseball players and an ambidextrous pitcher on the team should make for an interesting summer.Joining Jim this summer will be his son Matt Gantner.       Ohio St. vs. Wisconsin Post-Game Analysis
      The game marked the first time Big Ten teams have met in a 1 vs. 2 game. Before Sunday, Ohio St. was 0-3 against top 10 teams, and desperately needed a win to remain in the running for a number 1 seed in the NCAA Tournament.The game was dominated by defense as the final score indicates. Both teams did an excellent job of keeping the other team off the boards and limiting each other to one scoring opportunity each time down. Both teams traded baskets numerous times, but as the second half wore on, Wisconsin showed some poise and had some key shots. It looked like the Badgers were going to hang on but that's when OSU freshmen PG Mike Conley (inset) took over. Conley came up with some huge buckets late in the game. The freshman out shined the experienced Wisconsin guards late and proved himself even more with one last shot. Conley drove the lane and made a runner with 4 seconds left to give the Buckeyes a 49-48 victory over Wisconsin, clinching their second consecutive Big Ten title.Befo

      Killing people is a bloody stupid way to demonstrate that you don't approve of killing people.(from here) In two weeks Wisconsin will vote on a referendum on whether or not to reinstate the death penalty. You know my thoughts, but in case you don't, take a look at these two posts: Death in Theory Death in Practice The issues surrounding the death penalty seem pretty clear to me: Race and class have a significant impact on who actually receives the death penalty Innocent people die It does not reduce violent crime (meaning it is not a deterrent It is given out in an unfair and arbitrary manner It is extremely expensive Etc, etc, etc. I could go on, but I do not believe that it is necessary.
