STAUNTON– A new traffic signal at the intersection of Route 340 ( Rosser Avenue ) and Town Center Drive was put into flash mode on the afternoon of October 2. This is located in the City of Waynesboro . The signal is scheduled to go into full operation at approximately 10 a.m. on October 4. This is the second traffic signal to become operational at the new Waynesboro Town Center shopping center.The first signal, located at the intersection of Rosser Avenue (Route 340) and Shenandoah Village Drive went into full operation on Sept. 4. We are currently on scene at 1616 5TH St. working an animal cruelty / welfare case. Animal control received a call for a foul odor in the vicinity of the residence and upon arrival officers confirmed it was emitting from 1616. Upon looking into the back yard three dogs were observed in the rear of the residence with a significant amount (ground practically covered) of animal feces in the back yard. Animal control was unable to get an answer at the door of the residence and summoned patrol officers to assist. Upon arrival these officers continued to attempt to make contact because a TV and fans were on the residence. Finally, officers made contact with the owner of the house who consented to a search of the residence and the removal of any animals found therein. Officers entered but found cat liter 4-5 inches deep on every surface. The door had to be forced open due to being blocked by litter and debris on the floor. Many interior doors were the same. The Waynesboro City Council held a meeting on Wednesday, The purpose of the meeting was to discuss with selected representatives from businesses, industries and residents concerning the proposed Storm Water Management Program and Storm Water Utility for Waynesboro. The Waynesboro council needs $1.4 million a year from tax payers in the city. In several sessions, the council has been looking at storm water utility fees for homeowners could pay near $6 a month and they could be higher. For many business owners it could be $60 and up. Larger business and industry in the city would pay even more in fees.City council says there are only two ways to fund the storm water fix1) Either build a storm water financing into the general fund budget.2) Set a utility fee.

The caller reported that 2 black males and 1 white male had robbed her at gunpoint and left in a red SUV with tinted windows and black wheels.Upon arrival it was discovered that a brand new X-BOX gaming system had been taken from the victim. At approximately 11:33pm an officer observed the suspect vehicle in the parking lot of the Waynesboro Walmart and followed the vehicle until other officers arrived in the area. I wanted to call to your attention two calls we have received this afternoon in reference homemade explosive devices in the City. The first was found exploded on a residential porch in the 300 block of Ridge Circle no damage to property occurred and no injuries. The second had been placed in a street side mailbox on Frederick Street and destroyed the mailbox. These are devices made with plastic drink bottles, aluminum foil and some type of liquid chemical. The reaction of the chemical and the foil inside the bottle can produce a small explosion and due to the varying time within which this reaction occurs it is unstable as soon as it is mixed. This makes the device dangerous to anyone handling it or in close proximity including the person making it or placing it. Citizens are urged not to handle or move any devices discovered and to immediately call 911. Waynesboro Police Department Media Release June 12, 2007 Burglary Investigation Waynesboro Police are investigating a residential burglary that occurred in the 1700 block of W. Main Street sometime between the night of May 27, 2007 and early morning on May 28, 2007. Unknown suspect(s) entered the home through a back window and ransacked several rooms in the unoccupied residence, removing multiple items of valuable property in the process. Items stolen included various costume and real jewelry pieces, assorted foreign coins, and numerous valuable framed prints. WAYNESBORO POLICE DEPARTMENT MEDIA RELEASE On 06/09/07 at 1147am; officers were dispatched to 260 Port Republic Road in reference to a male and a female who were fighting. The anonymous caller who reported the incident stated that the male subject had broken the windshield out of a vehicle that was parked along the roadway. The female that the male subject was fighting with then produced a firearm and shot 1 time at the male subject who was running South on Port Republic Road. No injuries were sustained to either subject as a result of the incident. Officers arrived at the scene and discovered evidence that a 9mm firearm had been discharged 1 time in front of 260 Port Republic Road. Other officers who responded to the area located the female that was involved in the incident. Waynesboro Police Department Media Release May 30, 2007 Abduction On May 30, 2007 at approximately 1:30 am Waynesboro Police were summoned to a residence in the 1000 block of East Main Street. Upon arrival officers were met by a complainant who advised that a woman had ran to their door completely naked, badly beaten and being chased by a male subject as she entered the residence. The male subject fled the area when the complainant told him she was calling the police. The Waynesboro Police Department is currently looking for Elwood Lee Smith, 37 of No Fixed Address, for abduction and domestic assault that occurred on 3-11-07 involving a family member. Subsequently, Smith was observed driving a vehicle by a Waynesboro officer on 5/14/07, after being reported to have left the scene of a disturbance call on Market Ave. The officer attempted to stop him; however he fled and finally abandoned the vehicle, running away on foot in the area of Wilson Ave near Florence Ave. Officers searched the area with negative results and later obtained additional warrants for him that included Driving While Suspended and Felony Eluding. Smith is described as a Black Male, 37 YOA, 5’10” 150lbs with severe buck teeth. The Department is seeking information that will lead to his arrest on these outstanding charges. During the process of repairing the break, residents west of Stonewall Drive on Rt. 250, including Stratford Farms, Virginia Village, Evershire, Hopeman Station, Iris Drive, Ana Marie Estates, Windigrove Drive and areas along Rosser Avenue southwest of Northgate Avenue may experience low water pressure and/or volume and discoloration in their water. To clear discoloration from water, please run the outside faucet until cleared. Water conservation may be advisable during this period of repair.

WAYNESBORO POLICE DEPARTMENT (Follow up to Homicide Investigation) As reported earlier, the Waynesboro Police Department continues to investigate the homicide of Jay Bernard Butler that was discovered on May 3rd, 2007 at approximately 8:13pm at a residence located in the 300 block of Port Republic Road. On May 7th, 2007 at approximately 3:43pm a Sheriff’s Deputy in Kern County California conducted a traffic stop on the vehicle that was believed to have been taken from Jay Butler’s residence. A wanted check was conducted by the Deputy on the vehicle and the occupants. After confirming the occupant’s identity, Natasha Maready and Brian James Roadcap were taken into custody without incident. Waynesboro Police Department Media Release May 4, 2007 Homicide Investigation As reported earlier, the Waynesboro Police Department continues to investigate a homicide that was discovered on May 3rd, 2007 at approximately 8:13 PM at a residence in the 300 block of Port Republic Road. The 73 year old male victim, who resided at this residence, has been identified as Jay Bernard Butler. Mr. Butler was found deceased in the residence by police who made a forced entry after being summoned by a person described as a “care taker”. The” care taker “had responded to the scene after receiving communication that some harm may have come to Mr. Butler.
