      Texas’ ambitious program to get old polluting cars and trucks off the road – one of the largest in the U.S. – may soon roll to a temporary halt. The North Central Texas Council of Governments, which administers the old vehicle voucher program on behalf of the state, has gotten 12,000 applications from people seeking money to help replace their old cars and trucks. If all 12,000 applications were to be approved, they would exceed the first $30 million that the state has allocated for the program, officials said. No date has been set, but the council will probably need to quit taking applications in a few weeks. A second phase of the program should begin in September. “It might be a few weeks before we have to cut it off; it might be a month,” said Lara Rodriguez, a spo

      Norton Declares Voucher Wars Over
      Our ignorant non-voting U.S. Representative, Eleanor Holmes Norton, declares today in the Washington Post that the voucher wars are over. What she means is that after one year of standardized testing it has been shown that the students enrolled in D.C.'s Opportunity Scholarship (voucher) Program score no better than those who are in traditional public schools. So after this she wants to end the program because,1. It was imposed on D.C. from Congress. Tell that to the 1,800 participants who escaped horrible schools to attend private school. Or mention this fact to the three other applicants for every slot that wanted to enroll. I guess these students were forced at gun point to sign up. 2. Giving money to private schools violates the separation of church and state.       Oh My God, Washington Post Does A Voucher Story
      Must be a slow news day. Reporters Amit Paley and Theola Labbe share the shocking news that students in the D.C. voucher program show little if any improvement in test scores after one year in the program compared to their peers who stayed in public schools.Sounds familiar? Of course it does. This is the same pattern that has been found in Milwaukee and Cleveland and Florida and anywhere else that vouchers have been implemented. It is also the case concerning D.C.'s charter schools.Instead of stories such as this in my dreams I would see the headline, "School Superintendent decides assigning children to neighborhood schools not in keeping with every other choice people have in life."       Judge Upholds Arizona's School Voucher Programs
      A judge last Wednesday upheld two new state voucher programs designed to provide money to send foster and disabled children to private schools, handing a legal win to Arizona supporters of so-called "school choice" initiatives.Challengers contended that the programs enacted by the Legislature last year violate state constitutional prohibitions against public funding for private and religious schools.       Voucher update
      If you're trying to keep track of what's going on in the world of vouchers in Tallahassee, keep your eyes on HB 7145. The Senate dropped its main bill on the subject in favor of this House version, voting 26-13 earlier today to adopt an amended version and then sent back to the House for final concurrence. The House approved the legislation by a wide margin on Monday. The bill expands the Corporate Income Tax Credit and McKay scholarship programs to more students than they currently serve. The wording of the bill goes to great pains to talk about choices and opportunities, good things in the abstract, no doubt. But there's much debate over whether the GOP-dominated Legislature is trying to make an end-run around the state Supreme Court's ruling that found the past voucher program unconstitutional.       It was pretty much a party-line vote for a measure that Democrats deemed an affront to public education and Republicans called a "good bill" for the good of families and children. HB 7145 would expand the Corporate Income Tax Credit Scholarship and the McKay Scholarship programs to more students than they currently serve. Some say, it's an effort to undermine the state Supreme Court's ruling against vouchers in Florida. Others say, it's a legitimate way to grow school choice while following the court's ruling. Either way, it's moving ahead. The House passed it 84-34, and a similar measure awaits final action in the Senate, where the support is not as strong.

      If I bought a new PC now and it came with a voucher for Vista how is that going to work. Do I take the voucher to the shop the day Vista ships and pick up a boxed version of Vista with activation codes and documentation. Bet it ain’t that easy. I’m not even sure that if I bought a new PC in February with Vista already on it would I get a full version of Vista. Never did with XP, I had to pay serious wedge for the thing. What you do tend to get is a recovery disc. Slap it in the drive, reboot, hit F10 or some arcane key combination and 30 minutes later you’ve got a working PC circa 2004, pre SP2. Providing a recovery disc does spare a lot of people the horrors of Windows Setup but why don’t we get the actual Windows disc as well as we have paid for it somewhere in the pricing.
