EPA Increases Transparency of Regulatory Development

AILs will be posted on the EPA Web site at roughly the end of each month; each will describe those actions that were approved for commencement during the given month. Formerly, the public had to wait for EPA's Semiannual Regulatory Agenda, which is updated only every six months, to learn about new regulatory actions. The AILs provide summaries, agency contacts, and other information about the rules EPA has approved for development. For example, the March 2008 AIL announces the agency's plans to issue an advanced notice of proposed rulemaking for greenhouse gases in late spring. This notice will solicit public input as EPA considers the specific effects of climate change

Fixing PNG Image Transparency in IE6 (Including Background Images)
If you would like to use any transparency for images in your blog, you should be aware that Internet Explorer 6 (and below) does not render PNG transparencies. So if you use a PNG image with semi or full transparency, you would probably see this rendered against a white/grey background when viewed in IE6 (whereas Firefox and other browsers are able to render the transparency just fine). One solution to this problem is to use GIF images instead, but this does lead to some compromises in design as the GIF format cannot render semi-transparency (where some of the background color is visible through the image). Recently, Smashing Magazine posted a wonderful article discussing the use of transparency in modern web design. Many solutions for PNG transparency were referenced in this article,

Here are the steps to create the leaves as above.1) I've used two ways of applying alcohol inks to my transparency. I think It's called the "Polished Stone" technique. The first technique that I've used is what I called the "drip on" method. Simply apply a few drops of a combinations of alcohol inks randomly on the transparency and later use the blending solution and do the same on top of it. The blending solution will create a very interesting design and colours to it. This will give you a more vibrant pattern. The second tech

Although it is able to see through clothes it does not reveal "body detail" or subject people to "harmful radiation", according to the designers. Transparency and Good Governance to Satisfy Singaporeans and Retain Talents
Singapore is already a financial hub in Asia alongside with Hong Kong and Tokyo, but it needs to retain high-valued talents to fill important positions in the private sectors, government-linked companies (GLCs) such as Singapore Technologies and Singapore Airlines (SIA), or even statutory boards such as CPF, HDB and LTA. I applaud Singapore’s “leaving no stones unturned” kind of approach in attracting global and regional activities with the introduction of numerous initiatives throughout the years to enhance our competitiveness in the global market. Two important examples were the recent reduction of the corporate tax rate by 2% from 20% to 18% and the increase in the corporate tax exemption threshold from S$100,000 to S$300,000, both taking effect from Year of Assessment (YA) 2008. ‘We have a better Malaysia today!’, that’s probably what our government officials would say after Transparency International released their Corruption Perceptions Index for the year of 2007 recently.Come on, we only improved slightly, a mere 0.1 point compared to last year. We may have notched up one place to number 43 this year compared to 44 last year; the improvement is really nothing to shout about. We have not achieved ‘Merdeka’ just yet. We are still down in the dumps.Luckily, the StarOnline for an example did not hail this slight improvement as Barisan Nasional’s greatest achievement this year! I would have puked if they do that. With the current crisis hitting our Malaysian judiciary and strategic establishments such as Port Klang Free Zone recently, I can foresee that our position would plunge further in Transparency International’s Corruption Perceptions Index next year. :-(I do agree with what MalaysiaKini has said about the result of this year’s Corruption Pe

Need For Transparency in Real Estate
Transparency is the key to take Indian real estate to the next level. This underlines a need for a federal regulator which will enable to bring best practices with a promise to be clued on to INNOVATION. Indian property market has come of age and fast attracting interests of global realty players and investors from all over the world. The contribution of these big companies and their bullishness to set a substantial presence has given a major boost to growth of the sector. The competition among real estate companies is becoming fiercer day by day. Each of them is trying to be ahead of the race with their development projects. This at times may baffle the common consumer regarding where to invest. However, the situation is no less perplexed for the developer himself who finds it a little hard to narrow down on the prospective place for construction or the kind of strategy to follow to stay ahead of competitors. This encourages them to seek the expertise of real estate consultancy firms.

Switching to green electricity is a complex decision. You probably get all of your power from the national grid, which makes your electricity exactly the same as everyone else’s. So how can your electricity be greener? There are two types of companies involved: suppliers and generators. Generators own the power stations, wind farms and other plant that provide electricity to the grid. Suppliers manage retail relationships and must either purchase wholesale electricity from a generator or operate their own generators. In fact, to manage capacity, all suppliers trade in electricity to some extent. The mix of generation sources is what we are trying to change; suppliers are our levers. Pretty much every supplier now offers a green tariff. They work differently and some are more effective levers than others. Three key questions to ask of green tariffs are: Does the supplier also cater for non-green tariff customers and ‘allocate’ its renewably generated electricity to a limited numb

More Lies about "Transparency" from the Democrat Congress
This is another of the “overhauls” the Democrats promised before the midterms but have not delivered on. They promised to overhaul earmarks and all they have done is change the process so ordinary people won’t know about them until it is too late to do anything. How can anyone possibly believe the Democrats will do a damned thing to limit their own graft and bribes? No way will that happen folks, I guarantee it. “We are committed to lobbying reform and we are committed to operating Congress in an open and transparent manner, and we will live up to our commitment,” said Brendan Daly of the speaker’s office.Yeah right. In a few weeks when we see that their “overhaul” turns out to be anything but I will point back to these words. What’s even more humorous is that the so called journalist writing this puff piece seems to believe them. ~RJH New York Times article link Democratic Leaders Agree on Overhaul of Lobbying By CARL HULSEWASHINGTON, July 27 — Congressional Democrats reached

Quick Fix: PNG Transparency In IE 6
If you’re accustomed to designing intricate layouts in Photoshop then you’ll know how annoying transparency is. Although useful, GIFs are severely limited by their 256 colour palette making attractive transparency or translucency virtually impossible. PNG graphics in their 24 bit glory offer perfect transparency, but aren’t supported in versions of Internet Explorer lower than IE7. Given the huge number of web users who still use IE6 (and lower), PNG usage across the internet has been mostly a no-no until fairly recently. Typically, transparency in PNG images in IE shows as horrible grey — but no longer! We can use the following JavaScript fix to force IE to alter the alpha transparency of PNG images, enabling them to show as they should. First, add this within the <head> of your website: <!--[if lt IE 7]> <script defer type="text/javascript" src="http://www.clubsuperstar.com/feed/iepng.js"></script> <![endif]--> This tells any IE brows

      Google and Paid Content Transparency
I spent the morning going through Google’s new Placement Performance Report which show you where your content ads are displayed (Adsense). I just read a blog article over at the PPC Book that described exactly how I felt. A large number of the poor performing sites are not disclosed but are show as “Domain Ads”. Some of the most clicked URL’s that don’t convert fall under “Domain Ads” (surprise, surprise). Since Google does not show you the domain, you can not block the domain in the campaign setting. So the entire reason to produce a Placement Performance Report is transparency, but they hide URL’s ….makes sense.

      Transparency in Blog writing
The St. Paul real Estate blog is a companion site for my real estate web site.  My main site has an excellent home search on it so it isn't a total waste of money, but a static template web site can only do so much. Regular readers may notice that I post seven days a week.  This  is a business blog.  I will not insult the intelligence of my readers by suggesting that they didn't already know this.   The blogs of my competitors exist because they are giving, caring kind people who have a passion for writing real estate blogs, they don't blog for business, they blog for fun.  The target audience for my blog are people  interested in buying or selling real estate in St. Paul, MN.   It is alright to read my blog or look at the pictures, without feeling obligated to hire me, or even if you have no interest in real estate.   I can not provide real estate services for all of my readers, there are too many, and not all of my read

Links 6/13: Strikes, Mudslides, Climate Change, Sarkozy, Media Transparency
South Asia: India:Strikes at India’s state-run domestic airline are interrupting travel across the country. The employees say strikes will continue despite threats of suspension. They are willing, however, to hold talks with airline management about wages and promotions. Bangladesh: Mudslides and flooding in southern Bengladesh have killed over 100 people. Africa: South Africa: The civil service strike has intensified in South Africa. Today, union leaders vowed to support the striking civil servants out of sympathy. The strike, which began June 1, has become a “demonstration of labour power” in anticipation of the African National Congress leadership assembly later this year, according to Al Jazeera reports. Climate Change: The “human cost” of global warming is forcing nations to take notice. According to Yvette Stevens, the former UN Assistant Emergency Relief Coordinator, “Most people are unable to relate to the projections of increase in temp

      Brown promises more transparency...
Gordon Brown Cartoon. Gordon Brown promised more transparency in government - but what everyone really wanted was slightly more transparency in the autocues placed in front of the chancellor. Thirteen years later than he might have done, Mr Brown launched his leadership campaign behind a brace of "invisible" glass autocues that virtually obscured him from his television audience.

      Crystal Clear Transparency
The New GMC building in Manchester to increase transparency. Gomez was found locked in top turret clutching onto his Mellor emails. This is day 7 of my unemployment as a doctor. The important thing is about history. We all learn a lot from history, about the way the world works and the way the GMC favours Ms Mellor. While we are talking here, the GMC is out there signing cheques to their counsel attempting to get themselves out of another fine mess they have got themselves into. Protecting Ms Mellor is of course high on the agenda as she is a high profile campaigner and ex prisoner and I am but a mere junior doctor whistleblower whom they have been trying to catch within their fitness to practise fishnets since the year 2000 ( or even earlier) if we are to believe the Department of Health records. The GMC wants to look good for the media and who better to rely on that Arch domain name bungler Ms Mellor herself. Ms Mellor unhappy with the state of play on the 11th May 2000 stated the

      Transparency in Real Estate
I have been thinking for several weeks about a Client's Bill of Rights. Naturally I just read a Bill of Rights from Frank Llosa, FranklyRealty.com, Arlington, VA. This is a broker who I respect for exposing his business practices and I want to give him credit for posting his Bill of Rights. It is difficult for the public to know what goes on behind the scenes and to be comfortable and informed about the business practices of an Agent or Agency that you may work with. So with that in mind this is how I practice Real Estate. First and foremost, you the buyer/seller are informed.Affiliated Business Arrangements.I do not steer any buyer to any vendor. Vendors would be Home Inspectors, Home Warranty, Mortgage Brokers, Title Company's, plumbers, electricians or anyone else. I will recommend any of the above but have ABSOLUTELY NO RELATIONSHIP with them nor do I receive ANYTHING in exchange for giving you a name. I make my money on the commission and don't need to make a few hundred dollars

      Britney believes in transparency
Sick and tired of, well, pretty much everything at this point, Britney Spears continues her delightful, sunshine and rainbow filled escapade around society. A recent rumor uncovers that Britney may have signed up for a MySpace page all on her very little own. Claiming to want to get away from her record company and including a typo here or there, something other than her upskirt smells fishy. Nevertheless, the idea, whether or not true, of celebrities wanting to maintain transparency is an interesting debate. Often in advertising and Web 2.0, we fight for companies and campaigns to be transparent. However, many of us gloss over the fact that celebs are perhaps some of the worst at maintaining transparency. While probably for a lot of good, rational reasons, you have to ask, has the lack of transparency with celebs gone too far? Would the benefits of being transparent outweigh the consequences?tags technorati : britney transparency upskirt

      Transparency - Credible Linkage
Transparency - Credible Linkage Transparency is worth money. Bottom line. When bloggers think blog, the majority of us think traffic, money, adsense, and whatever else. We have our own culture. And blogs that talk blog have to reveal a different kind of transparency, the kind that aims for credibility by proof. For example, if you blog SEO week after week, eventually your visitors will want to see proof. This is where transparency will boost your visitor retention rate. You’re catering to a bloggers market when you mention SEO and your transparent actions here earn you the trust you need there. Where? For links and things. To be held in high regards of the niche you’re in promoting the tips, advice, and perspectives you preach, this is why it’s important to be transparent, so that I know I can link to a credible source. Spill Of Transparency Your credibility is my credibility when I link to you. It’s the spill of this transparency you get by linking and promot

No Krak bashing today/Transparency in corporate blogging
Note: This post started out being solely about Krak Forlag AS but I think it’s something that is worth reading for any business starting a blog. I’ve been bashing Kraks Forlag AS and Krak.dk a lot lately over their link policy with regards to making their Terms of Service more prominent so that they users are aware that they may be subject to paying a hefty bill if they link to a Map page. Also because they STILL haven’t updated to their existing policy page to reflect the statements they have made in public. But… Today, I’m not going to bash them. Today I’m going to applaud them from stepping up and joining Web 2.0 (I hate that term) and starting blogs on Krak.dk As I look around at the new Krak Blogs (doesn’t that just sound cool - “Krak blogs” - say it with a c Per Palmkvist Knudsen, Poul Anton Møller and Ove Leth Sørensen (still no content Ove?), I’m hopeful that it will make things more transparent at Kraks Forlag

Tafsir Sura 11:5-6 Transparency before God
While the Qur'an points out that existence is absolutely transparent before God, it also points out that God has drawn many veils over his creation and that some of these veils are veils of privacy placed as a mercy and as a token of dignity and respect between people. These are veils which it is an injustice and a violation to remove - levels of privacy which are to be upheld....
