How to Install?
1. Go to the Microsoft Time Zone Download Page.
2. Download the utility (requires Windows OS Validation).
3. Run the installer. After it finishes i recommend to reboot. Note that in XP SP2, the utility doesn’t automatically run on startup.
4.From Start>>Programs Click on Microsoft Time Zone. The utility should appear in your system Tray.
5. Right click on the system tray icon that was just created and from the Options menu select the locations you would like to have displayed.

Starting this spring, Daylight Saving Time will change in the United States to comply with the Energy Policy Act of 2005. DST will begin three weeks earlier at 2:00AM on the second Sunday in March and will end a week later at 2:00AM on the first Sunday of November. Microsoft has released an update to take in account those changes to the Daylight Saving Time but it is an optional and not a priority or high priority update so you may need to manually download it to your system. For more information, you can go to the Microsoft web site and look up KB928388. If you have Windows Vista, you should be okay. This applies to Windows XP, Windows Server 2003 and earlier machiness.
There is an article on the BBC at the moment about moving our times in line with Europe, moving them forward an hour. According to the article, “the UK would cut crime, boost tourism, improve health and reduce accidents, according to House of Commons research.”
I would just like to register my disgust at this awful suggestion. There is no way I can believe having an ‘extra hour’ of light a day will stop 450 deaths a year. I don’t know about everyone else, but I have headlights on my car for night driving.
The whole world bases its times on UTC. UTC is the world standard time. If Europe wants to be on the same time as Britain, they can change!
Another big argument is the costs of doing business between Britain and Europe because of the time differences. I personally don’t see how +1 hour is going to make much difference. What about those who do business between Britain and USA or the far east? Do they want the them to change their time systems aswell?
