To get to my main point, I think Jose Mourinho would thrive in the kind of environment Arsene Wenger is currently blessed with. It's quite rediculous that Jose Mourinho was kept on such a tight leash at Chelsea because, love him or loathe him, he clearly knows what he's doing. Six trophies and two CL semi-finals is favourably symptomatic of a successful three years and there would doubtless have been more to come.
Wenger enjoys circumstanstaces in the polar opposite at The Arsenal. He has almost complete freedom and without that pressure he is able to perform at his absolute peak for the majority of a season.

Carol Barbee, an executive producer on CBS’ Jericho, likened the structure of conspiracy shows to that of video games, whereby players win entry into more challenging tiers. “At the end of the season, there will be payoffs in terms of the mysteries that are revealed,” she said. But Barbee added those mysteries will “open up to the next level of mysteries.”
