      New York Sues Merck Over Vioxx, Seeking Reimbursement for Taxpayer Dollars
      Seeking to recoup tens of millions spent by government-financed health programs on prescriptions for Vioxx, New York State and New York City joined yesterday in filing a lawsuit against Merck, the drug’s maker, which withdrew the painkiller from the market in 2004 because of dangerous side effects. The lawsuit, filed yesterday in State Supreme Court in Manhattan, accuses Merck & Company of intentionally concealing the dangers of Vioxx, and therefore defrauding the state Medicaid program, which paid for the prescriptions.       Bill in Senate to Expand Public Access to Taxpayer-funded Research
      The National Institutes of Health (NIH) is the world’s largest source of funding for biomedical research. Taxpayers provide more than $28 billion annually for the NIH (1), yet only about a third of the research studies are made publicly available in various repositories after a 12-month delay (2). Lawmakers are trying to change this and the U.S. Senate is currently deliberating a bill that would require all research funded by the NIH to be freely available to the public within 12 months of publication. The requirement builds upon an earlier voluntary NIH initiative to establish a web-based repository for barrier-free access to primary reports in the life sciences (3). Unfortunately, since it’s implementation, the voluntary initiative has failed to attain a deposit rate greater than 5% by individual researchers (4).       Indonesia Parliament Passes Law To Protect Taxpayer Rights
      The Indonesian parliament Tuesday passed a new tax law to protect taxpayer rights and prevent tax officials from abusing power. The law aims at creating a regulatory framework to make it easier for taxpayers to appeal official rulings, and to reduce incidences of arbitrary detention of taxpayers. Also under the law, taxpayers will not be obliged to pay a disputed tax amount until a court ruling has been made. In a recent interview with Dow Jones Newswires, Finance Minister Sri Mulyani Indrawati said the government hopes to create an "equilibrium of check and balance between taxpayer rights and tax officer authorities." The business community is expected to welcome the new law, widely viewing the current one as giving too much power to officials. The new law is expected to take effect in September.

      Wasting Our Taxpayer Money: Idaho Gov.'s Cuba Trip Bill: $13,443
      It cost Idaho just $13,443 for Gov. C.L. "Butch" Otter, two guards and three other state officials to make a four-day trip to Cuba to promote agricultural products and continue Otter's campaign of lifting economic and travel prohibitions to the communist island. Taxpayer costs from the early April trip included $673 for each state official's airfare, as well as daily reimbursements, and such things as gifts for Cuban officials and name tags, according to records obtained by The Associated Press. The rest of the $85,000 total for the trip was paid by 29 private business people, aid-agency workers and guests who accompanied Otter's first trade mission as governor. Otter made his fourth trip to Cuba since 2000 - the others came while he was a U.S. House member - to persuade the Castro government to buy more Idaho foodstuffs. Otter also disagrees with the 46-year-old U.S. policy restricting most Cuban trade and travel, and wanted to spotlight that cause. So far, the trip's results hav

The Buffalo Urban Renewal Agency approved a $2 million low-interest loan that will help finance the development of the Warehouse Lofts project. The loan package was approved during the agency’s meeting Thursday. The Warehouse Lofts are the latest in a lengthy series of downtown residential projects. Since 2002, more than 1,000 people have moved into more than 400 apartments and lofts in the immediate downtown area. Schneider said he expects that trend to continue. “We’re still bullish on the market,” he said. The government guaranteed financing takes the money out of tax payers pockets to subsidize apartments for a select few individuals.       Trade Unions' Pro-Nuclear lobby paid for by Taxpayer
      The last edition of the Sunday Herald carried an article investigating the payment by British Nuclear Fuels of £15,050 to a pro-nuclear Trade Union lobby group called Nuklear21. That an employer should directly fund a trade union is peculiar to say the least; that a state-owned company should hand over more than 15 grand of taxpayers' money to a trade union is obscene: Nuklear21's expense claims were released to the Sunday Herald by BNFL in response to an appeal under the Freedom of Information Act. The company had initially claimed that it did not hold any information about the group's funding. But this was overturned after a review by BNFL's head of taxation, David Canfield. He said the company's initial attempts to trace documents about Nuklear21 funding were "evidently not sufficient". All very secretive.
