      City officials looking at tax hike, layoffs and raising water rates
      Mayor Shirley Franklin justified the fears of City Council members – and many taxpayers – this past Thursday when she laid out a budget proposal that calls for the sacking of 440 city employees; cuts in municipal services; increases in various fees and fines; and, the most dreaded element, a $40 million property-tax increase.Actually, Franklin didn't so much propose citywide layoffs as announce them, since by law the mayor's office can make near-unilateral decisions regarding staff reductions.       Roxas and Lacson Objects 2600% Tax Hike
      Senators Manuel “Mar” Roxas II and Panfilo “Ping” Lacson, both opposition lawmakers, separately objected to the move of the Bureau of Internal Revenue (BIR) to implement a 2,600 percent increase in taxes for operators of buses, jeepneys, and taxis which will take effect on August 18, to make up for the shortfall in tax collection.“It seems unfair to abruptly increase the minimum monthly and quarterly gross receipts tax for PUV operators when the transport sector is beset with its own set of problems,” Roxas said. He plans to write the DOF on Monday to formally request for a copy of the government’s fiscal plan to meet revenue targets despite collection shortfalls.       Rhode Island Latest State to Consider Beer Tax Hike
      America's smallest state is getting into the long line of states that are looking at increasing beer and other alcohol taxes as a way to boost revenue.The Rhode Island General Assembly is expected to consider a bill this session introduced by Rep. Edwin Pacheco that would add a penny to the cost of each 12 ounce brew sold in the state. The money from the tax increase would go to fund alcohol treatment and education programs. Rep. Pacheco says that long waiting lists at treatment facilities need to be reduced.Rhode Island estimates the tax increase will raise $2.3 million.
