The Staunton City Council will conduct a work session on the proposed Fiscal Year 2009 city budget at 5:30 p.m. Monday, April 21. The session will be held in the Caucus Room, first floor of Staunton City Hall, 116 West Beverley Street. The work session will be for purposes of discussing the proposed budget submitted by City Manager Steve Owen. The full proposal is available on the city’s website at Work sessions are open to the public but do not normally provide time for public comment. The public hearing on this budget will be held late this month or early in May, and will be advertised to the public. NEWS RELEASEOctober 31, 2007The Staunton Police Department is investigating a shooting that occurred in the 1200 block of Walnut Street shortly after 6:00 p.m. on this date. Two victims suffered gunshot wounds: a ten year old male and a male in his mid-twenties. NEWS RELEASESeptember 24, 2007The Staunton Police Department is currently investigating a grand larceny that occurred at Walmart at approximately 3:35p.m. on Saturday, July 28, 2007. Video surveillance shows three black females and two black males removing a total of nine laptop computers from a locked case. The suspects were traveling in a green minivan. August 17, 2007 On 8-17-07 the Staunton Police Department responded to a residenceon Frontier Drive to assist the Staunton Augusta Rescue Squad with an armed and barricaded patient. The patient was a 74 year old white male. Following over three hours of negotiation with the patient, members of the Staunton Critical Incident Response Team utililized a chemical irritant and wereable to take the male into custody with no further incident.

(CALEA) at the Commission’s summer conference in Montreal. Currently, only the Staunton Police Department and Tampa, Florida Police Department have received seven accreditation awards.The police department was recognized for meritorious accreditation for maintaining continuous accreditation for more than 15 years and was named as a CALEA flagship agency. Flagship departments are chosen based on their past performance as accredited law enforcement agencies and serve to provide examples to other agencies.Accreditation for police agencies is voluntary and the Staunton Police Department has been accredited since 1985; becoming only the sixth department in the country with that distinction. The Staunton District serves Clarke, Warren , Page, Frederick , Shenandoah, Rockingham, Augusta , Highland , Rockbridge, Alleghany, and Bath counties. Adams Construction Company of Roanoke was awarded a $1,344,777.15 contract in Rockingham County on Interstate 81 northbound from mile marker 240 to mile marker 243. The work will be for asphalt overlay, rumble strip and pavement marking replacement and guardrail safety upgrades Monday through Thursday from 7 p.m. to 7 a.m. with a completion date set for Oct. 1, 2007. Staunton Deputy Named City Employee Of The YearDarrell Carter took the initiative to save a child from a four-story fall. Darrell W. Carter Jr., a 17-year veteran of the Staunton Sheriff's Department, was named Wednesday night as the City of Staunton's 2007 Employee of the Year.Deputy Carter was honored for his actions last summer in saving a young child from falling off a motel balcony four floors above the ground.In making the announcement, Staunton City Manager Steve Owen said, "Deputy Carter didn't have to think about it. The victim was approached by two black male suspects who brandished a firearm and demanded money. They subsequently, they fled with an undetermined amount of money. The suspects were last seen in a small, red, four-door car, driven by a heavy- set white female wearing a pink shirt and shorts. One of the suspects is described as having braided hair and wearing a white t-shirt and long, baggy shorts. The other suspect was wearing a black t-shirt, baggy jeans, and a black baseball cap. Staunton's Assistant City Manager Honored By State Professional Association James M. Halasz receives award from government management group. Staunton Assistant City Manager James M. Halasz was honored Friday with the 2007 Virginia Local Government Management Association (VLGMA) Marsha Mashaw Outstanding Assistant's Award. The award was presented at the 2007 VLGMA Summer Conference at Virginia Beach. Halasz was honored specifically for his efforts as Acting City Manager in 2006 and early 2007. Shortly after Bob Stripling retired as City manager in 2006, Halasz had to orient and work with new members of council, as well as continue overall supervision of city operations. He responded to a number of management challenges over the second half of 2006 and continued as Acting City Manager until Stephen F. Owen took office as City Manager in March of this year. The regular Staunton City Council meeting scheduled for Thursday, June 28, 2007, has been cancelled. Mayor Lacy King Jr. said there were so few items for the scheduled session that the second June council meeting was unnecessary. Council normally meets the second and fourth Thursday of each month. However, matters to be considered by Council are frequently minimal during summer months and second meetings during the summer are sometimes cancelled. SPEED LIMIT REDUCED IN TWO LOCATIONS IN THE STAUNTON DISTRICT STAUNTON – The Virginia Department of Transportation is reducing the speed limit on Route 256 in Augusta County and on Route 11 in Shenandoah County , effective Wednesday, June 20, which were approved by resolution on May 30, 2007, by Chief Engineer Malcolm T. Kerley, P.E. and Chief of Systems Operations Constance S. Sorrell. The speed limit will be reduced from 55 mph to 45 mph on a 0.81 mile length of road on Route 256 (Weyer’s Cave Road ) in Augusta County from Route 11 to 0.55 mile west of Route 276. The 45 mph speed limit on Route 11 immediately north of Woodstock in Shenandoah County will be extended 0.13 mile from 0.15 north to 0.28 mile north of Route 664. The new length of the 45 mph speed zone is 0.43 mile from 0.15 south to 0.28 mile north of Route 664. Motorists are reminded to use extreme caution when traveling through work zones. Golden Eagle Construction Company LLC of Manassas was awarded a $1,194,841.24 contract in Shenandoah County to construct the curb, gutter and sidewalk on Route 635 ( Ebberly Street ) from 0.02 mile west of North Ebberly Street to 0.07 mile east of Route 634 south. This project will increase the width of the road from nine-foot lanes to 10-foot lanes with curb and gutter on both sides along with a five-foot sidewalk. She allegedly left her residence in Staunton to go to work at Wal-Mart in Waynesboro, VA. She has not been heard from since. Wednesday 3:50 am A state trooper attempted to pull over a 2005 Acura after it went throw a red light on Lee Jackson Hw. Near the Colonial mall. The car then sped to over 100 + mph turning on to Rt. 262 then on to Springhill Rd. The driver then lost control of the car hitting a fire hydrant and mail boxes on the 1800 block of Springhill Rd.. Staunton Mayor Lacy King has called a special meeting of the Staunton City Council for 7 p.m. Monday, May 7, in Staunton City Council Chambers. Council Chambers is on the first floor of Staunton City Hall, 116 West Beverley Street.The purpose of the meeting is to discuss Staunton’s proposed 2008 budget, to establish a tax rate, and to adopt a 2008 city budget.The next regular meeting of the Staunton City Council will be 7:30 p.m. Thursday, May 10.
Two major streets in Staunton will be closed briefly Friday afternoon for the 2007 Tour of Virginia bicycle race. Stage 5 of the race will begin in Waynesboro Friday morning and end in Staunton later in the day. The tour will enter Staunton on Middlebrook Avenue and continue on Middlebrook to the Staunton Train Station. It will then turn north on Augusta Street and continue to the finish line in the area on North Augusta Street about in front of St. Francis Catholic Church. There will be a vendor expo of Tour items on Augusta Street near the finish line. Staunton Police will close Middlebrook Avenue and Augusta Street just before the race contestants arrive, and reopen when they pass. It is expected that the two streets will be closed about 2:15 pm and all should be reopened to traffic by 3 p.m. To insure space and to prevent drivers from being constrained by the street closings, no parking will be allowed anywhere on Middlebrook or Augusta Street along the route on

Leroy Daniel Moats, 32, of Staunton, had been shot by an unknown suspect. Mr. Moats refused to be transported by the Staunton-Augusta Rescue Squad and was transported by private vehicle to Augusta Medical Center. Maps of affected areas The Virginia Department of Transportation's (VDOT) Staunton District is announcing new area headquarters service area boundaries in eight counties. These boundaries will be implemented on a staggered basis, with the first occurring on April 10, 2007. The new boundaries are part of VDOT’s consolidation plan. Area headquarters consolidation is the result of plans to outsource interstate maintenance by July 1, 2009, as directed by Virginia law. Also the consolidation is part of streamlining initiatives as a component of VDOT’s 2007 business plan. The boundaries have been developed to get the best coverage for the new organization, and in some cases cross county lines. This transition is taking place between snow season and hurricane season to minimize risk. The affected counties are: Frederick Shenandoah Rockingham Augusta Highland Rockbridge Alleghany Bath No area headquarters boundary changes will be made in Clarke, Warren or Page counties.
Sunday April 1, 2007 -NEWS RELEASE April 1, 2007 On March 31, 2007 at approximately 2350 hours the Staunton Police Department responded to the 100 block of Baylor St for a report of shots fired. Lamar Anthony Waddy, 19, of Staunton, had been shot and was transported by Staunton-Augusta Rescue Squad to Augusta Medical Center. Mr. Waddy was later transported to the University of Virginia in Charlottesville. Logan Ashby Atkins, 18, of no fixed address, was arrested on 04-01-07 by the Waynesboro Police Department. Atkins has been charged with malicious wounding, and use of a firearm in the commission of a felony. The investigation into the shooting continues by the Regional Anti-Gang Enforcement Task Force and additional charges are anticipated.

March 27, 2007 The Staunton Police Department is conducting an investigation into a vandalism that has occurred at the New Street Parking Garage. During the past weekend someone spray painted numerous phrases on the New Street Garage with black, orange, purple, and white spray paint. Contractors for the Virginia Department of Transportation will completely close the intersection of Churchville Avenue and N. Augusta Street in Staunton for underground utility relocation work beginning Thursday, March 29. The intersection and adjoining areas will be closed to all traffic around the clock for at least three-weeks. All traffic will be detoured around the construction area. The utility relocation work, which has been ongoing along other sections of Churchville Avenue for some time, is part of preparations for the widening of Churchville Avenue. The location of the construction necessitates a fairly extended detour over to Coalter Street. The detour will be clearly marked. Griffith Inc. of Chantilly was awarded a $269,627.00 contract in Shenandoah County for new construction to provide industrial access to EchoStar Satellite LLC in the Mount Jackson Industrial Park located south of the town of Mount Jackson. The project will start at Route 698 ( Palmyra Church Road ) and Route 730 ( Turkey Knob Road ) and extends 0.34 mile northeast, roughly parallel to Route 698. The road will have a 24-foot wide surface with six-foot wide stone shoulders and constructed on 80 feet of donated right-of-way. The completion date is set for June 30, 2007. Tuesday 20, 2007 – 12:00 am On March 17, 2007 Jaime Holguin-Pifuelas blocked in a woman’s vehicle, grabbed her left arm and told her to come with him in the Staunton Wal-Mart parking lot. Then Jaime Holguin-Pifuelas tried to solicit the woman for protrusion. The woman got away, called 911 and the Holguin Pifuelas-Pifuelas fled the seen. He was arrested a few hours later. Jaime Holguin-Pifuelas is being charged with abduction, solicitation of protrusion and not having a driver’s license. Story Nathan Combs
March 20, 2007 The Staunton Police Department is currently investigating a robbery that occurred at 7-11 on North Coalter Street at approximately 3:20am on Friday, March16, 2007. A white male approximately 5’8”, 180 pounds, appearing to be in his mid 20’s, with short brown hair, assaulted the clerk and took a small amount of cash from the register. The suspect was wearing baggy jeans, a blue long sleeve t-shirt, white tennis shoes, and white work gloves. The suspect fled the store on foot to a nearby parking lot where he was seen driving away in a newer model sedan, gold in color with tinted windows. The tail lights on the vehicle are described as one solid light assembly which stretched the entire width of the rear of the car.
