Loudoun County officials are projecting a 2009 budget shortfall of $251M (full story here). The current budget was approved by supervisors last April, at which time they were counting on over 70 percent of tax revenue coming from real estate. With real estate property values and overall activity having decreased, the smaller amount of collected taxes and ensuing budget shortfall should come as no surprise.
So what will Loudoun County do? In a "conversation" with supervisors, County Budget Manager Ari Skysaid that a tax rate of around $1.24 per $100 of assessed value would be needed to eliminate such a shortfall (the current tax rate is 96 cents). Whether it was just "light conversation" or more of a strong suggestion on how to fix the budget short-fall, who knows. But I'm sure we'll all find out soon.

This article from the New Hampshire Union Leader paints a grim picture of the budget that our liberal tax and spend Governor John Lynch passed earlier this year. The budget, which included a 17.5% increase in spending from the last budget, and also included raising many different taxes and fees, was based on income projections from the aforementioned increased tax revenues. The problem with raising taxes is that there comes a point when the taxes are raised so high that people either stop buying the product that is taxed, or they go elsewhere to buy it. That is what is happening now, revenue is down because people have, hopefully, had enough. This shortfall, however, needs to be made up somewhere, and that will mean raising other taxes further, because we know liberal Governor John Lynch will not cut spending.
It’s only three months into the new state budget and already legislative Democrats’ wishful thinking has caught up with them.

To me it's a 'chicken and egg thing.' The second biggest reason mentioned is the slow job market. I could be wrong, but in most cases I think you need a job in order to buy a house. Sabety's remarks.We kvetch about the brain drain and a good program was established to establish a State scholarship fund for students entering science, technology, engineering or mathematics (STEM). It was scheduled to start receiving monies ($50 mil) this coming school year and now that might not happen. Again I think about how serious this is. We are $167 million short in our state budget; we need jobs to counter the problem; we need students to excel in fields of study like the STEM areas and the budget shortfall might keep us from beginning this program that encourages our grads to stay here. It is estimated that by 2020, the US will need 39 percent more family doctors to meet the needs of a growing and aging population.
The need for better technology is going to be critical, especially if this shortfall is not addressed in time. With some of the telehealth solutions out on the market, let’s hope health providers continue to support and develop solutions.
