Sound Exchange offers small webcasters (those earning $1.25 million or less in total revenues) new royalty fees of 10% or 12% of revenue to better suit their business expectations, after a request made by Congressmen Howard Berman (D-CA) and Howard Coble (R-NC). Searching YouTube, I found a direct video feed of the new Touhou fighting game Scarlet Weather Rhapsody. I know I previously posted a rough video that was shot via a shaky cam earlier, but after seeing this newest update of the game I thought it was well worth another look. The sprite work is extremely detailed for an independent title, and it seems that there will be a ton of depth to the game for those searching for a satisfying PC fighter that's not named Melty Blood.Scarlet Weather Rhapsody is the second fighting game in the Touhou series, which is known for its high quality shooting titles.
