The Regulations for Administration of the Removal of Urban Houses, enacted by the State Council in 2001, previously governed expropriation, but these were made unenforceable upon implementation of the Property Rights Law. Accordingly, there are currently no laws detailing what authority is required and what procedures are to be followed for the expropriation of private property.

New E-2 Visa Regulations for Teaching in Korea
If you haven't heard already, the application process for teaching English in Korea has just gotten a bit more complicated (before, it was just too easy). Anyways, the Korean government is now requiring all candidates to:submit a medical health check, submit a criminal background check, and have an interview at the nearest Korean consulate (near your hometown)On top of that, the ever popular visa runs to Japan will no longer be a possibility. These changes are a result of the recent problems that have plagued the education sector (note, the apparent pedophile that taught in Korea), such as fake degrees by so called "graduates". This is more common than you think, as we had one teacher from our campus fired because he lied about having a degree...way to go, buddy!Anyways, I was surprised myse

UK’s Queen set old-age record, EU emission regulations, Poland-Germany border open, Barack and Brad Pitt
Britain’s Queen Elizabeth II set a new record as the nation’s oldest monarch, surpassing Queen Victoria’s record. Talk about a generation gap! As the U.S.A. Today notes, U.S. President Bush was 6 (!) when Queen Elizabeth took to the throne…though the Queen’s purpose is largely symbolic, I’m guessing she has a different perspective on world politics than the swashbuckler from Texas. Pervez Musharraf might be Pakistan’s unrelenting presidential leader, but behind all his political scheming, Musharraf is a man…and one who prefers “small dogs”?…(Sorry: I had to share this one. Read the full text at The New Yorker.) The E.U. has decided to get serious about auto emissions. Car companies are complaining (no surprise there), but it’s nice to know someone is looking out for clean air. In Poland, the final remnant of the Iron Curtain vanished into ether tonight, when the “once contentious” border between Germ

Here's why consumer regulations are useless...
Consumer Affairs has a report on a debt collector hit with fines for, of course, abusing consumers and lying. The amount of the fine? 1.3 million.Maybe I'm just a pessimist, but I don't see how this solves anything.By abusing consumers, making illegal threats, etc, this company likely raked in millions in extra profits. They collect 1.25 million accounts per year. A 1.3 million fine from the FTC is probably listed on their financial report as overhead, along with electricity. Is the FTC making any difference? Of course not...we know this because they allowed this fraudulent company to stay in business.Under the proposed settlement, LTD will pay a $1.375 million civil penalty. In addition, LTD and its owners, Timothy Feldman and Leonard Pruzansky, and its top managers, John Brewster and Derrek Davis, are permanently prohibited from misrepresenting to consumers that nonpayment of a debt will result in garnishment of wages, seizure or attachment of property, or lawsuits. They also are pe

Smart Companies Must Do More Than Meet CPSC Regulations
In the past two months, we’ve seen and heard more of the Consumer Product Safety Commission (CPSC) than we had for our entire lives. Most recently, the agency has come under fire for what some see as a deadly delay in issuing a recall for a baby crib. This September, Congress conducted a series of hearings examining the disappointing role of the CPSC in the recent recall of toys imported from China. By now we’ve all seen in stark living color that the CPSC appears simply unable to live up to the enormous job assigned to it by Congress. All of this puts more pressure than ever on consumer product companies. Today, they must be smarter about protecting not only consumers, but also their products and their brands. No longer is saying ‘our products meet CPSC standards‘ a sufficient assurance of safety or quality. That’s because consumers now question whether the CPSC can adequately protect them.   American consumers demand accountability and responsibility–and

      New Traffic Regulations
Qatar is getting tougher again with its chaotic drivers with the implementation of a new traffic law. Driving in Qatar has been compared to an extreme sport by an American report, and fines, despite the huge number that have been paid, have proved ineffective. Now offenders will get points as well as pay fines, and can eventually lose their license. (See this post on Ame.info for more details of the complicated system.) In addition, other penalties have been made tougher, and will include fines of up to QR50,000 and prison sentences. While this is a positive step in a country where seventy percent of youth’s deaths are caused by traffic accidents, there are concerns about fair implementation. After all, this is the country where a senior policeman blamed the state of the roads on Indian drivers. While it is true to say there are many dangerous expat drivers, Qataris have to take some of the blame. There is, after all, a big difference between being a skilled driver and being a safe dr

      Sushi factsheet - Norwegian regulations
Writing about the new EU-regulations and the reaction they got in the UK, I also wanted to find out what this means for Norwegian sushi restaurants. I think they already have to comply with these regulations. This is a factsheet I found on the Norwegian Food Safety Authority’s website, which go in more detail about what is legal to do with raw fish in Norway. To summarize: Norwegian farmed fish does not need to be frozen to be eaten raw, but most other imported and wild fish must be (fishrasism? :)). The frozen fish must reach an internal temperature of - 20 °C or lower for at least 24 hours. This has to be documented - both of the supplier and the restaurant. Restaurants etc. must be able to document also how they ensure control of the potential health risk posed by food sold. In the end I guess it is up to us sushi eater to ask for these this documentation, but I can’t ever see myself actually doing that. I want to trust that the sushi chef wants me well. (more&hell

EU fish regulations upsets sushi chefs
Sushi chefs claim that a European Union health and safety directive about freezing fish would ruin the quality of their food. I think there will always be a fight between health inspectors and raw fish makers… Sushi chefs who train for years to become sushi masters, will argue that freezing and then defrosting the fish can ruin the quality, especially the texture of popular breeds such as salmon, mackerel and whitefish. Health Safety Agencies are more concerned with that people accidentally get sick from eating infected, raw fish. (more…)

An overview Jem Cohen, Astra Taylor, Laura Hanna, Beka Economopoulos, Brandon Jourdan, and Julie Talen: Introduced quietly just before Memorial Day weekend, the regulations could severely impede the ability of even casual photographers and filmmakers to operate in New York City. A group of two or more people who want to use a camera in a single public location for more than a half hour (including setup and breakdown time) could be required to get a city permit and $1 million in liability insurance. According to the NY Civil Liberties Union, "these regulations violate the First Amendment right to photograph in public places, and open the door to selective and discriminatory enforcement." Excerpted from an email by artist/filmmaker Jem Cohen: "The Mayor's Office of Film deals primarily with big film shoots (ie. commercials, features, t.v.) where permits and insurance are, understandably,

Chrysler to drop new sedan due to upcoming regulations
The Chrysler Group is the first carmaker to announce a change in production plans related to the push in Congress to require that vehicles sold in the U.S. consume less gasoline, and therefore, it abandons a plan to build a new luxury sedan, said New York Times report.A Chrysler spokesperson, Ed Saenz told the Times the environment was no longer favorable for a luxury Imperial model, and that in an era of $3 gas and more regulations on the way, this wasn’t a profitable business case anymore. According to Reuters, he added that the decision was reached by the automaker three weeks ago and had nothing to do with the group's sale to Cerberus Capital Management.

Dubai Industrial City takes initiative to introduce lease regulations to realty agents
Dubai Industrial City (DI), also a Tatweer member, has organized a meeting with more than hundred real estate agents operating in the emirate as participants, with an intention to introduce the agents to the land lease regulations of the city and to introduce them to the new property developments that are taking shape in the major industrial destination. The DI's CEO, Rashed Al Ansari, informed the agents that the developments of the city has picked up pace over the past six months, and more than ninety five percent of the industrial land has been leased out to over four hundred investors. He re-iterated that the DI was formed with an intention of establishing an industrial base in Dubai, and the city is more than willing to extend its full support to serious investors. Al Ansari explained that the industrial land, however, could not be sub-leased to third parties and the investors would risk their land in case they fail to abide by the project plans approved by DI previously.Pointing

Proposed “Safety” Regulations Would Dry Up Ammunition Sales
Proposed “Safety” Regulations Would Dry Up Ammunition Sales Tuesday, July 03, 2007 The Occupational Safety and Health Administration (OSHA) has proposed new rules that would have a dramatic effect on the storage and transportation of ammunition and handloading components such as primers or black and smokeless powder. The proposed rule indiscriminately treats ammunition, powder and primers as “explosives.” Among many other provisions, the proposed rule would: Prohibit possession of firearms in commercial “facilities containing explosives”—an obvious problem for your local gun store. Require evacuation of all “facilities containing explosives”—even your local Wal-Mart—during any electrical storm. Prohibit smoking within 50 feet of “facilities containing explosives.” It’s important to remember this is only a proposed rule right now, so there’s still time for concerned citizens to speak out before OSHA issue

EU Compromises on Vodka and Whiskey Regulations
The European Union Parliament reached a compromise on Monday that may result in a truce in the vodka war, but few are happy about it.The politicians from the so-called vodka belt of Poland, Sweden, Finland, Latvia, Lithuania, Estonia and Russia wanted to get legislation passed that would require vodka to be made only from grains and potatoes. Other products, amounting to about 30 percent of the vodka made in the EU, using everything from grapes to molasses in fermentation would be labeled as "white spirits." However, the traditionalists lost out and had to settle for a compromise that says vodka made from things other than grains and potatoes will now say "Vodka made from XXXXX" on the label. The issue might not be totally closed. The United States has said it will take the issue to the World Trade Organization. Some vodkas made in this country use sugar came.Meanwhile, Scotland's distillers appear happy with tighter rules on the production and labeling of whiskey. The regulations will

Finance Ministry issues regulations to control illegal state accounts
The Finance Ministry has issued two regulations to control unreported bank accounts of ministries and other government institutions, an official said. "These regulations are part of the Finance Ministry`s efforts to control the use of funds in many accounts by state agencies," the ministry`s secretary general, Mulia P Nasution, said here Friday. Hopefully, the regulations would also serve as a bridge for the issuance of a government regulation on managing central and regional governments` funds, he said. "These regulations are also a follow-up to the BPK (State Audit Board)`s finding of unreported bank accounts since 2004. That`s why the Finance Ministry issued the regulations pending the issuance of a government regulation to that effect," he said. The BPK had reported to President Susilo Bambang Yudhoyono that it had found 5,241 unreported accounts in a number of ministries. Of the number, 3,100 accounts were found in the 2005-2005 period and 2,141 in 2006. The value of the

Mexico’s New Shark and Ray Fishing Regulations Threaten Billfish & Other Ocean Resources
Despite strong opposition from The Billfish Foundation (TBF) and scores of partners in Mexico, Mexican officials approved Regulation NOM -029 (Shark Norma). This regulation, promoted as a way to stop the over-exploitation of sharks and rays, was rejected by Mexico’s last two Presidents, but strongly supported by commercial fishing interests in Ensenada, Sinaloa, Sonora, Mexican Fisheries (CONAPESCA) and some Mexican and United States Non Governmental Organizations (NGOs).The people of Baja California Sur, TBF and other NGOs believe that NOM-029 is a deeply flawed regulation, which will have devastating overfishing consequences for billfish, sharks and rays even though a finning prohibition is included for sharks and rays. Healthy and abundant ocean resources are very important to the eco-tourism based economy in the Cabo and adjacent region, thus heightening the conservation ethic among many individuals and businesses working with TBF. Medium Truck Tire Shortage Unintended Consequence of 2007 Diesel Regulations

Besides the cyclical upturn in truck sales, the increased demand is also being fueled by the upcoming 2007 diesel emission standards. There is record demand for medium truck tires and a corresponding shortage of supply. Besides the cyclical upturn in truck sales, the increased demand is also being fueled by the upcoming 2007 diesel emission standards. Many fleets are pre-buying trucks ahead of the EPA deadline to avoid the all-new 2007 engines, which are anticipated to cost more, require more frequent oil drains, and have an unknown reliability history. The pre-buying spike is creating artificially high demand for new trucks, which is expected to drop dramatically once 2007 production commences. This cycle will probably repeat itself in 2010 when the next EPA diesel engine emission change is set to occur. This cyclicality has historical precedent based on the tire shortage that occurred in

      Government Regulations Strike Again
Prices for oral contraceptives, or birth control pills, are doubling and tripling at student health centers, the result of a complex change in the Medicaid rebate law that essentially ends an incentive for drug companies to provide deep discounts to colleges. “It’s a tremendous problem for our students because not every student has a platinum card,” said Hugh Jessop, executive director of the health center at Indiana University. There, he said, women are paying about $22 per month for prescriptions that cost $10 a few months ago. “Some of our students have two jobs, have children,” Jessop said. “To increase this by 100 percent or more overnight, which is what happened, is a huge shock to them and to their system.” This is why we need government out of health care and making less regulations overall.  The law of unintended consequences strikes again.  Virtually every government regulation that is passed to solve a problem creates ot

Do You Know That an Internet Home Business Needs to Comply with Local Regulations
Starting an Internet home business is one of the least time consuming, most effort-free and least costly of businesses when it comes to complying with local business regulations such as licensing. This is primarily because the main concern with so many municipalities is zoning. The reason behind zoning regulations for business involves the amount of walk-in and drive-in traffic that a residential or semi-residential community would have to endure with the addition of a home business in the neighborhood. An Internet home based business seldom meets resistance by local authorities, because it's reasonable to assume and easy to prove that this type of business doesn't typically have client traffic. An Internet home business, just as its name would indicate, is conducted on the Web. Clients are met and communicated with by Web, by phone and by fax. Nothing of this would disturb the neighbors. In fact, the major hurdle of having the business there is the problems experienced by the Intern

      Indonesia: Competition and price regulations
FROM THE ECONOMIST INTELLIGENCE UNIT:Monopolies that once dominated the Indonesian economy were largely dismantled under reforms mandated by the International Monetary Fund in return for a US$5.3bn aid package that expired at end-2003. In addition, the government is dismantling price controls, opening various industries to competition, and reducing subsidies for fuel and electricity.Indonesias parliament passed Law 5/1999 on Anti-Monopoly and Unfair Competition in February 1999, which then-President B.J. Indonesia: Tax regulations
FROM THE ECONOMIST INTELLIGENCE UNITThe government expects tax revenues to increase from Rp416.3trn (13.7% of GDP) in 2006 to Rp505.9trn (14.3% of GDP) in 2007. The president, Susilo Bambang Yudhoyono, has set a tax-collection target of 19% of GDP by 2009. According to the World Banks Doing Business in 2007 report, Indonesia ranks 22nd (out of 23 countries) in the East Asia and Pacific region in terms of the number of taxes charged (52); 19th in terms of the administrative burden of taxes; and 19th in terms of the effective tax rate, which is 37.2% of profits. High taxes and an arbitrary and abusive tax-enforcement body are fundamental concerns of investors. The government submitted amendments to the tax law in August 2006. The proposals would reform Law 16/2000 on general taxation arrangements and procedures, Law 17/2000 on income tax and Law 18/2000 on value-added tax (VAT) and luxury tax. The goal of the reforms is to build a lower rate/higher compliance regime, with simplified admi

There is still debate over this but if it is signed ‘in kind’ i.e. by an employee stating their name and title on the email, it can be.
