EPC contractor has the first 18m3 diesel oil (DO) filled in the oil tank No1 of Dung Quat Refinery in Quang Ngai province on May 16.
The oil was from PDC Company (PetroVietnam) to test-run a gas-furnace and power a generator. As of May 17, tank trucks will fill the refinery with 5,000 tonnes of DO.

There have been reports of a fire at the oil refinery in Coryton, Essex, emergency services are now at the scene to try and bring the fire under control following two explosions. The fire broke out at 11.30 GMT at the Petroplus Coryton refinery where BBC News reports that the fire is on the ground floor.
It is reported that flames are 100ft high in the tower of the ground floor; fire crews have been using foam to tackle the blaze. A search has now been carried out and all personal are accounted for, there are no reports of any injuries. There are ten fire appliances and another seven special units trying to get the fire under control.

Royal Dutch Shell PLC, one of the world's largest oil companies, said today it will begin work to more than double the production capacity of its joint-venture refinery in Port Arthur, Tex. The expansion would make the refinery the largest in the United States, Shell said. The Port Arthur operation is run in co-operation with Saudi Refining Inc. Financial details of the transaction were not disclosed. "Shell's investment in the Motiva Port Arthur Refinery expansion will lead to increased supplies of gasoline, diesel and aviation fuels in the U.S.," the company said in a statement. Nigeria, Africa’s biggest oil producer, plans to build a 200,000-barrel-a-day refinery in partnership with five international oil companies, a spokesman for the nation’s state-owned oil company said.The plant, to be built in the Escravos area of the Niger delta, will involve Royal Dutch Shell , Exxon Mobil Corp., Chevron Corp., Total SA and Eni SpA, Levi Ajuonuma, spokesman for the Nigerian National Petroleum Corp., said. Yet again, we have environmentalists highlighting some dastardly plot by big business to pollute the environment solely in the interests of making more money. On the other hand what we do on this planet has to have some kind of impact one would think, but to what degree is the question. The PetroVietnam Insurance Corp (PVI) on Thursday signed contract to fully insure Dung Quat Oil Refinery. PVI will provide policies for all of the refinery’s assets, transport equipment installation costs and staff from 2007-2012. The company did not disclose the exact financial terms of the contract, though wrote in a press release that "the best insurance schemes will be provided to Dung Quat, at competitive premiums and conditions." The US$2.5-billion Dung Quat Refinery is expected to be operational in 2009 and provide one third of the nation’s demand for refined petroleum products. Pham Hoai Nam, director of PVI’s Legal Department, said this is one of the biggest contracts the company has signed. PVI also insures Vietsovpetro oil rigs in a deal worth around $5 billion. Earlier this month, PVI reported a revenue of VND1.2 trillion ($75 million) for the first six months of the year, or 65 per cent of the company’s 2007 target. Permanent Deputy Prime Minister Nguyen Sinh Hung has allowed the Viet Nam Oil and Gas Group (PetroVietnam) and partner Idemitsu to speed up its work on the Nghi Son refinery and petrochemical industrial complex project.
