      Be Ready for FHA Action After Recess
      There’s a great article on The Hill today about what’s going to happen with FHA modernization following the August recess. It lays out different positions of individuals, possible deals, and roadblocks. A sticking point is the no-money-down provision. Currently, the FHA insures loans only when the borrower makes a 3 percent down payment. Lobbyists expect a Dodd-Martinez bill to relax the requirement to 1.5 percent “cash down,” in the form of a down payment, closing costs or other expenses. But that might not be enough to appease Shelby, who has voiced skepticism about expanding the FHA, lobbyists said. It’s nice to see some fresh information and perspectives concering the reforms. I think the 1.5% “cash down” could be an ideal compromise between those who insist on an initial investment and those who think the current 3% minimum is keeping potential homeowners as renters.       That thick haze blanketing the region is smoke from forest fires to the north. And it's got school officials acting extra cautious for students' well-being. Justifiably so, as many adults have been complaining about how hard it is to breathe out there today. So imagine a kid with asthma. The word from Hillsborough County is to "curtail" outdoor activities, including P.E. classes, for today. Pinellas also is recommending that schools keep everyone indoors. Hernando has sent out a warning to principals, but has taken no official position. Still, you won't find many children on the playground. "I don't know (that) we have to tell them to keep them in," spokesman Roy Gordon said, noting that ash is falling in the area. Pasco is taking the issue a step further, requiring kids to stay inside for recess, P.E., lunch and other things they might usually do outside, if the weather was nice.       President Bush did what he likes best this week...he bypassed Congress. Using his constitutional right to a recess appointment, he appointed Sam Fox to be Ambassador to Belgium.Fox is controversial because of $50,000 he donated to Swift Boat Veterans for Truth, who in 2004 smeared John Kerry's name during the Presidential campaign. Military veterans urged a vote against Fox's nomination, so it stalled in the Democratic-controlled Senate and sensing defeat, Bush withdrew his nomination.So Bush did, like he did with John Bolton, appoint Fox using a recess appointment, which means Fox will serve until he is confirmed by the next Congress in 2009, when the whole thing will be moot since there will be a new President and probably a new Ambassador to Belgium.The recess appointment is a very interesting thing.       I'm going to be taking a brief hiatus from Just A Trace for a while over Easter....I nearly typed "over easy" instead of "over Easter..." I must have Easter Eggs on my mind...In other news: It's official !I'm now only one-third finished with the dreaded online graduate school phase of my life. And I passed. So far...You would think that would satisfy me, but I still--somehow--wound up getting into a fierce and bloody fist fight(slapping match)with their Admission's Office on the phone last Friday. I reminded them that I was their Best Student. I owe that much to them.Plus, they owe me so much on account of the fact that I wrote an Official School Song for them--which they were sorely lacking. (Still waiting to hear back about their decision on that one.)I've been "advance paying" on my tuition in order to... well, finish faster...       Tag No Longer an Acceptable Recess Game, Age of Lawsuits is Here
      Willett Elementary School in Massachusetts has banned tag, touch football and any other “unsupervised chase game” during recess due to concerns over injury and liability. Principal Gaylene Heppe approved the ban, saying that recess is a time when accidents can happen. This comes a few years after the district criticized dodgeball for being “exclusionary and dnagerous.” Willett is not the only school to have done this: Elementary schools in Cheyenne, Wyoming, and Spokane, Washington, also recently banned tag during recess. A suburban Charleston, South Carolina, school outlawed all unsupervised contact sports.
