The Indonesian government and parliament Tuesday agreed on revisions to the 2007 budget, which would target lower revenue and expenditure than previously expected. The revenue target was reduced to IDR694.09 trillion ($65.2 billion) for this year from IDR723.06 trillion expected originally. The reduction comes as tax collection is expected to fall short of a previous target after the government decided earlier this year to provide various tax incentives to investors to boost investment in the country, said Emir Moeis, the chairman of the parliament's budget committee. A convicted rapist serving a 12-year-jail term has won a seat in Papua New Guinea's parliament.
Former Madang governor and MP James Yali was sentenced to jail in January 2006 for raping the 17-year-old sister of his de facto wife in October 2004.
Despite the fact he was in jail, he was allowed to stand for election as an MP in the Rai Coast electorate because he is appealing against his rape conviction.

If Yali does not win his appeal before the Supreme Court, his election will be declared invalid and a by-election will have to be held.

The Indonesian parliament Tuesday passed a new tax law to protect taxpayer rights and prevent tax officials from abusing power. The law aims at creating a regulatory framework to make it easier for taxpayers to appeal official rulings, and to reduce incidences of arbitrary detention of taxpayers. Also under the law, taxpayers will not be obliged to pay a disputed tax amount until a court ruling has been made. In a recent interview with Dow Jones Newswires, Finance Minister Sri Mulyani Indrawati said the government hopes to create an "equilibrium of check and balance between taxpayer rights and tax officer authorities." The business community is expected to welcome the new law, widely viewing the current one as giving too much power to officials. The new law is expected to take effect in September.

Brussels, June 13 (IANS) The European Parliament (EP) is keen on establishing a forum to boost parliamentary cooperation with India.
EP president Hans-Gert Poettering has written to Lok Sabha Speaker Somnath Chatterjee urging him to set up a body in India parallel to the EP’s Delegation for Relations with India, the Inepnext news agency reported.
Neena Gill, who heads the Delegation for Relations with India, quoted Poettering as saying that as the two largest democracies in the world, India and the European Union needed to have regular parliamentary interactions.
The European Parliament decided to form the Delegation for Relations with India in March. The 22-member body met in Brussels Monday evening.
The meeting chaired by Gill discussed a number of issues such as the EU-India troika meeting held in Berlin May 31, the EU-India civil society dialogue, the EU-India free trade accord and the EU-India summit in New Delhi in November.

Granted Tom Delay has a number of issues of his own but I have to agree with him on this point. The thought of the Iraqi Parliament taking 2 months off this summer is mind boggling. I cant even begin to think of a worse signal to send to the world and especially to the troops and the American people. A number of comments to his post tried to make hay about Delay and other Republicans attendance records but that is a red herring. There is no connection between the two. Maybe if our troops were dying while our Congress went on vacation the poster would have a point but obviously thats not the case. If they do go on vacation it will be impossible for the President to maintain even the shreds of believability he still has as pertains to the war in Iraq. And the Democrats will be given the fuel for a propaganda heyday on a silver platter. Cheney is being sent to slap them around a bit. New Delhi, May 8 (IANS) The killings of a Muslim man and his wife in cold blood by the police in Gujarat again disrupted both houses of Indian parliament Tuesday after the opposition insisted on a discussion.
With presiding officers of both the Lok Sabha and Rajya Sabha turning down the request, and the Bharatiya Janata Party (BJP) also joining the din, no business was conducted for several hours.
The Lok Sabha was adjourned twice, first until noon and then till 2 p.m., when it broke up for lunch. The Rajya Sabha had to suspend business until 1 p.m.

New Delhi, April 22 (IANS) In an effort to deflect the embarrassment caused by Bharatiya Janata Party (BJP) MP Babubhai Katara’s arrest for human trafficking, Parliamentary Affairs Minister P.R. Dasmunsi Sunday said the entire establishment could not be blamed for the acts of a few “black sheep.”
According to Dasmunsi, the meeting called by Lok Sabha Speaker Somnath Chatterjee Tuesday would decide on the action against the MPs, who were accused of being involved in human trafficking racket.
Asked to comment about Katara’s arrest Dasmunsi said here: “It is unfortunate.”

Went on a trip to London yesterday with KOSSMIC for a tour round the Houses of Parliament. We left at 8.30 and got there by about 11.30. We went on a tour round the Cabinet War Rooms first of all as our visit wasn’t scheduled until 3.30. This is the secret bunker where the Cabinet spent a lot of time during World War II under Whitehall. They had all sorts of offices and rooms for the Prime Minister and his staff to work during air raids. It is also the home of the Churchill Museum which was opened in 2005. Both a very interesting visit if you are ever in that part of London.
At 3.30 we went over to the Sovereign’s Entrance to the Houses of Parliament and had our bags checked and started the tour. After walking through the door, there is a huge hall on the left which is the oldest remaining part of the Palace of Westminster. Don’t think its used much any more. Then we went down a corridor to the Main Lobby, which is the part you see on TV when they do interviews etc.
Yesterday Shilpa Shetty dropped into the House of Commons where senior ministers put aside their dignity to fawn over the actress. Tony Blair gave her a photo signed by himself and wife Cherie while Jack Straw placed his arm round the cream Punjabi suited Big Brother winner to have their photo taken behind the Speaker's chair.
Shilpa remained composed while all around her the business of government was unceremoniously put aside. Culture Secretary Tessa Jowell and Northern Ireland Secretary Peter Hain both found time to jump on the media bandwagon.

I am sure all of you saw a lot of commercials for "incredible" products that are labeled with something like "Eat and loose weight". These statements are put there to mislead instead of help out. We all know how important it is to eat properly and most of us should know (if you don't already) that there is not one single product out there that will make you lose help without exercise. It's very simple: you eat you put on weight! If you eat healthy and exercise you can lose weight. The good news is that the European Parliament is set to talk about and discuss the situation. It is said that soon there will be a change in reglementations that will not allow companies to write fictious statements on their products. I'm sure all people that now how to live healthy will salute this!

A solution to the oversupply of grapes across Europe will not include the destruction of 988,000 acres of vineyards as the European Commission had recommended. In a vote last week the European Union Parliament rejected the reform proposal.In 2005, the EU paid $666 million to turn surplus wine into industrial alcohol and disinfectant. Estimates are that about a year's worth of wine is held in bulk storage across Europe.The EU voted 484 to 129 against the proposal. The European Commission had said the vineyard destruction was necessary because of declining consumption in the EU and increased competition from the United States, South America, South Africa and Australia. Those voting against the proposal said it would devastate the economies of rural areas in many European countries.Europe makes and consumes about 60 percent of the world supply of wine.
