      It should come as no surprise to anyone that Texas school districts are abandoning the GOP-pushed program of “merit-based pay” for teachers like rats abandoning a sinking ship: More than 100 school districts have changed their minds and dropped out of Texas’ new merit pay plan for teachers – leaving just a third of the districts in the state to help launch the $148 million program next year. While the Dallas Morning news says that “financial concerns” are the reason many ISDs are dropping out, I think we all know the real reason: Texas school districts realize that merit-based pay is a bad idea for educators.       It should come as no surprise to anyone that seasoned education officials across the state have rejected out of hand one of the worst education policy debacles forced upon the people of Texas by the Republican-dominated legislature in the last three sessions–merit-based teacher pay: More than half of Texas’ school districts have rejected an offer to participate in the state’s new merit pay plan for teachers, leaving more money on the table for the 442 districts – including Dallas – that want a piece of the $148 million program. Gee, I wonder why.       More than 4,000 Hillsborough educators can expect bonuses of more than $2,100 in their paychecks Friday. The performance pay awards were granted through the state Merit Award Program, or MAP. Recipients were determined by a variety of factors, including student performance on standardized tests and their evaluations. In all, Hillsborough educators split $10.6 million in bonuses. Teachers did not have to apply for the state program, which is in its first year and has proven controversial elsewhere. The teachers union in Pinellas County rejected the rewards outright. In Hillsborough, the money was divided equally among around 4,640 educators, schools spokesman Stephen Hegarty said.       Merit and Flaws in the Second iPhone Lawsuit
      A second lawsuit was filed this week against Apple (AAPL) and AT&T (T) charging fraud for neglecting to inform early buyers of the iPhone of the costs involved in maintaining a working battery for the life of the phone. The suit, filed in a Northern District of California court on Monday by Sydney Leung on behalf of a class that could include hundreds of thousands of customers, is almost a carbon copy of the class action filed in July by Jose Trujilo et al., and the reaction of both Apple partisans and nominally independent news sites has been, if anything, even harsher this time around. Gizmodo, for example, which broke the Trujilo story, describes the plaintiff as "another clueless moron" and calls his complaint the "Stoopeedest Lawsuit Ever."       UCF sees big hike in merit scholars
      When fall classes start at the University of Central Florida later this month, the booming state college will mark a few milestones, both academic and athletic. Administrators expect to welcome a record 43 National Merit Scholars among the estimated 47,000 students who will begin classes Aug. 20. That would place UCF among the top 50 universities in the country for merit scholars. Last year, 27 merit scholars attended UCF. And come September, all UCF students will have the chance to watch the Golden Knights football players in a 45,000-seat stadium just built at the back end of campus, where a new 10,000-seat basketball arena and concert venue also is ready for the masses. Surrounding it all is a Main Street USA-type development featuring 2,000 dorm beds, restaurants, an ice cream parlor, a Barnes & Noble and even a soon-to-open English pub.

      Does the public like merit pay for teachers?
      It seems clear that many Florida teachers dislike the idea of performance pay – just look at the outcry over STAR and MAP – but the public might have a different view. A recent national survey found 45 percent of the public thinks a teacher's salary should depend in part on students' academic progress, while 31 percent didn't think so and 24 percent didn't have an opinion. (The survey didn't say how academic progress would be measured, which of course is part of the rub. Throw the word "FCAT" into the question, and support would probably tumble into the negatives.) The survey, co-directed by researchers at Harvard, Brown University and the University of Chicago, also found teachers and the general public aren't marching in lockstep when it comes to No Child Left Behind. Some 42 percent of current and former public school employees surveyed support the renewal of No Child with little or no changes, while 57 percent of the public does.       As Florida's school finance folks talk about delaying the implementation of the new Merit Award Program, it's perhaps instructive to note that they're not exactly on the winning end of this debate. NY Mayor Michael Bloomberg, a possible presidential candidate, is touting performance pay on a national level. So, too, for that matter, are political leaders from all sides, Education Week reports. Yet the issue is not without its downside, or the implementation without flaws, as the Orlando Sentinel has revealed over the past few days. There have been problems with the year-end tests geared to evaluate teachers, and with the calculations over how much the teachers should get. Meanwhile, some districts, including Pasco and Pinellas, have refused to participate at all.
