      Once Again, Perry Picks A Bad Election Date To Help His Party Retain A Legislative Seat
      Once again, Texas Governor Perry has shown little regard for reality when selecting December special election runoff dates: Gov. Rick Perry chose Dec. 18 for a runoff election for a seat in the Texas House of Representatives, rejecting a request by Tarrant County election officials. Seriously, a team of monkeys with darts could have selected a better election date. This is like a sequel to last year’s bad runoff election date set by Perry. In 2006, he set the Bonilla/Rodriguez runoff in Congressional District 23 for the festival of the Virgin of Guadalupe. This year, he’s picked a date that’s way too close to Christmas. Oh, and he decided to disregard other election dates, and the wishes of county officials in setting a date that will no doubt result in the most depressed voter turnout in special election history in this state: The Fort Worth City Council set Dec. 11 as the date for its District 9 runoff more than a month ago.       FRANKFORT, Ky. -- A controversial plan that would cost some high school athletes a year of sports eligibility received a harsh rebuke yesterday from a legislative subcommittee, which declared the idea "deficient" in a 6-0 vote.The plan, called Proposal 2, would define athletic feeder systems for private schools somewhat similar to those imposed on public schools.       Having lost their legislative privilege argument at the Supreme Court, Salamanca and Keller take their case to the Kentucky Law Journal

Salamanca, James and Mary Lassiter Professor of Law in the University of Kentucky College of Law, and James Keller, former associate justice of the Kentucky Supreme Court, have an article in the most recent edition of the Kentucky Law Journal, released today. The article, titled "The Legislative Privilege to Judge the Qualifications, Elections, and Returns of Members," examines the case of Stephenson v. Woodward.Stephenson v. Woodward stems from a residency dispute in the 2004 Kentucky general election. The Kentucky Supreme Court ruled that Dana Seum Stephenson could not serve in the state Senate because she was not a resident of Kentucky for enough time prior to her seeking the seat. Furthermore, Virginia Woodward was not eligible either because she did not receive the majority of the popular vote.Salamanca and Keller use this case as the foundation for the findings in their article."Although we take Stephenson as our point of departure,
