The Governance Implementation Group (GiG) met again on Friday, and so – as usual – here is an update on progress. A small number of responses were received to the consultation exercise with Branches and Groups, etc with respect to the Policy Forum specification. The responses were largely positive, but there were a few queries. The GiG felt that the best way to respond to these – as none of the questions affect the way in which it is anticipated the Policy Forum will work – was to publish all responses on the GiG web pages, followed shortly by a ‘FAQ’. Most of the meeting was spent going through the first draft of the Regulations which had been received from the CILIP lawyers. The GiG meets again before Council in July and so, in keeping with our timetable, the new Regulations should be presented to Council on the 16th. Also to go to Council, will be the specification for the new Remunerations Panel, and the interim rules for election to the (new) 2008 Council,
Although I have not posted much about the work of the CILIP Governance Implementation Group since our last meeting, a lot of work has been going on behind the scenes in preparation for tomorrow's meeting. Most importantly, the CILIP lawyers have been working on a draft of the Regulations - we shall be working our way through these tomorrow. Also, the draft Policy Forum Specification has been circulated in a further consultation exercise.A number of comments on this from Groups and Branches have been received; as also have some other member communications, and we shall be considering all of these tomorrow. Also, as members will have been aware, three articles about the process of moving to a new governance model have been published in Update. Two of the articles are available on the CILIP GiG web page. There will be a full progress report following the meeting.>>Technorati tags: CILIP; governance>>IceRocket tags: CILIP; governance
The Governance Implementation Group had another meeting last week and we can now report on progress:The agreed text of the new Royal Charter and Bye-Laws have been endorsed by Council and will be sent to Privy Council in the next few days for 'approval in principle'. They will then be presented to the CILIP AGM on Members Day (Oct. 18).Regulations. We are currently working with the lawyers on draft regulations which we shall bring to Council in July.Policy Forum. The specification for the Policy Forum has been drawn up and agreed and will shortly be sent out to Branches, Groups and Home Nations for consultation/comments. The GiG will be asking for responses by the end of May.GiG has previously agreed to recommend to Council that a Remuneration Panel should be established. This falls in line with our principles of transparency and accountability and will deal with processes related to salaries and appointment of senior staff - thus ensuring that no individual member of staff is direct
Colleagues will be pleased to learn that at yesterday’s meeting, CILIP Council discussed the proposed Royal Charter and Bye-laws which the Governance Implementation Group, together with CILIP’s lawyers, has drafted to enable the changes to governance. Following a short discussion, Council agreed the draft which will now – shortly – be sent to Privy Council. In presenting the draft documents to Council, I noted that our aims in developing them were in line with those of the Task Force report: to provide greater simplification and transparency; and to facilitate the new governance structures and e-governance. Thanks were also minuted to both Guy Daines and the CILIP lawyers for the huge amount of hard work covered in a relatively short time. >>Technorati tags: CILIP; governance>>IceRocket tags: CILIP; governance
Following some hard work on the part of the CILIP lawyers and Guy Daines (not to mention the GiG!), draft versions of both the Royal Charter and the CILIP Bye-laws have been developed to reflect the new governance structure endorsed by Council in December 2006. These may now be found at:http://www.cilip.org.uk/aboutcilip/governance/ governanceimplementation.htmAs is shown in the Timeline of Governance Events, these must now be approved by Council before being sent to the Privy Council for approval. In order to gain that approval in 2007, thus enabling the new governance to become effective on 1st January 2008, these documents will need to be sent to the Privy Council before the end of April 2007.If you wish to compare the proposed new versions with the current Royal Charter and Bye-laws you can access these as follows:In the CILIP Year Book (use a recent edition, 2006-2007 or 2005-2006),or on the CILIP website at:http://www.cilip.org.uk/aboutcilip/charterMissionGoals/charter.htmhttp://
The CILIP Governance Implementation Group charged with bringing the new governance structure into being has published two documents:A timeline of events leading up to the start of the new governance regime on January 1st 2008; andA summary of the main changes that will take place - like the reduction in size of Council and the start of the new Policy Forum, which provides Groups and Branches with a means of directing CILIP policy. The documents can both be found from the Governance Implementation home page.>>Technorati tags: CILIP; governance>>IceRocket tags: CILIP; governance
Colleagues may like to know that the CILIP Governance Implementation Group - the group charged with implementing the recommendations of the Governance Review Task Force - have opened a thread (The Governance Implementation Group Thread) in the "CILIP - the Organisation' forum of the CILIP Communities of Practice.Members can access and comment at: http://communities.cilip.org.uk/forums/28/ShowForum.aspx As it says in the initial message: "One of the first statements in the Task Force's report notes that "the interests and needs of the membership are paramount'. It also states that, "The membership is at the heart of the Institute. It will be the aim… to facilitate all members involvement… The Institute is a democratic organisation. Its good governance is critically dependent on the membership's active involvement in the governance and the electoral process.' Consequently, the GiG undertakes to take note of all your comments"Chris ArmstrongNational Counci
