      Teacher charged with assault for grabbing fleeing first-grader
      LAWRENCE, Mass. --A substitute teacher who ran after a fleeing first-grader and pulled the boy down the hallway by his shirt has been charged with assault and battery.Douglas Tracia, 48, left scratches and lacerations on the boy's neck in the incident, caught on a surveillance camera Tuesday at South Lawrence East School, police said."It looked as if someone had tried to strangle him," Lina Tejada, the mother of the 7-year-old boy, told the Eagle-Tribune of Lawrence.Superintendent Wilfredo Laboy said Tracia, of Georgetown, was suspended without pay until the criminal case is resolved. A bomb technician discovered that a suspicious package that forced more than 300 workers to evacuate a state building contained a bobblehead doll awarded to public officials for perceived errors.The package, sent by an intern at KOMO-TV in Seattle, was addressed to Department of Corrections Secretary Harold Clarke at the department's headquarters in this town near Olympia.It didn't have a return address and the mailing label was handwritten. It also had stains on the outside, which could have indicated that the item inside had leaked, said Washington State Patrol Sgt.       Fleeing fare left taxi driver out of pocket
      A MAN walked away from a taxi without paying. Hartlepool man Anthony John Handisides called a taxi to the Headland Gate pub, in Hartlepool, but made off without paying the £4.20 charge after he was dropped off in Rossmere Way. Town magistrates heard how Handisides was subject to a suspended sentence which was imposed in December after he was convicted of actual bodily harm. Handisides, mitigating for himself, said: "I have never done anything like that before. "It was just because I was drunk. "I had the money in my pocket and I offered it to the man when I got put in the police van." Handisides, 20, from Kinbrace Road, in Hartlepool, pleaded guilty to making off without payment on February 16. Chair of the bench Keith Gorton sentenced Handisides to 40 hours' unpaid work and ordered him to pay £4.20 compensation.       LAPD To Shoot Fleeing Felons with GPS Tracking Device
      The Register reports that the Los Angeles Police Department (LAPD) is set to test the StarChase Pursuit Management System. Officers involved in a chase will use a compressed-air laser-sighted launcher mounted at the front of a patrol car to fire a miniature GPS receiver, battery and radio transmitter embedded in an epoxy compound. The tracking device will stick to the absconding villains' car. Police can then back off during high speed pursuits, knowing that the GPS tracker and the cellular radio data will provide the fleeing felons exact 10-20. The Register is not impressed: "You'd probably hear the trackers splatting into the back of your car - they'd need to be flying fast. If not, you'd notice the targeting lasers glaring from the pursuing police cruiser.." They theorize that GPS tagged criminals will switch on a GPS/cellular jammer or stop and "scrape off the sticky bug with a knife." We reckon the average criminal will do no such thing, and that
