I want everyone to be clear on exactly what my proposal will do. The first and most important thing to know is that my plan does not cut funding for the troops. Our troops will continue to receive the salaries, equipment, training and protection they need. What I am proposing is ending funds for the continued deployment of U.S. forces in Iraq six months after the enactment of the bill. This will require the President to safely redeploy troops from Iraq by that date. My bill does provide exceptions to allow for specific types of military missions within Iraq past the six-month deadline, such as targeted counter-terrorism efforts, the protection of American personnel and infrastructure, and a limited number of troops needed to help train Iraqi security forces. But these will be limited forces used for specific missions.

An outspoken liberal voice in the senate, Feingold wanted to be a part of the new democratic majority. It would always have been an uphill battle, and his entry would have set the blogosphere on fire: right underneath Hillary Rodham Clinton.
This will disappoint a lot of people.
Feingold rules out 2008 run for president:Sen. Russ Feingold will not seek his party's presidential nomination in 2008, the Wisconsin Democrat told the Journal Sentinel on Saturday.
"I never got to that point where I'd rather be running around the country, running for president, than being a senator from Wisconsin," Feingold said in a phone interview from Madison.Feingold was the darling of the more liberal wing of the Democratic Party. He has been adamant about his anti-Iraq War sentiments and was seen as a possible alternative to the moderate/hawkish views of Hillary Clinton.
One thing that scares me about the coming presidential campaign is that Democrats will see last week's election as a need to move to the center. This is simply not true. One of the things that I like about Feingold running for President was that he would help pull the conversation to the left. He would not allow moderates to hijack the dialog.

Associated Press, picked up by CBS News, has the story - but Feingold's full letter to supporters can be found here, on the Progressive Patriots Fund PAC website. The gist of the letter, and of the news story, is that Feingold is excited at the prospect of being in the majority in the US Senate again, and feels he can achieve more as part of that majority than he could out on the road in what would be a long-shot presidential effort.

"It pushes me in both directions, and I'm going to sit down and think about exactly what I want to be doing over the next couple of years," Feingold told AP. He left the door well and truly open by observing that the anti-war sentiment expressed by voters on Tuesday "gives me the sense that what I've been talking about on this would resonate with the voters of this country, if I decided to run for president."

Now that there are two new members of the U.S. Supreme Court the body will revisit the constitutionality of the McCain Feingold campaign finance law, according to Robert Barnes and Matthew Mosk of the Washington Post. I bet this time they get it right.
