Over the past two months or so we've reported on a number of communication providers plans to impose bandwidth caps on their Internet customers. AT&T implemented a market trial in Reno, Nevada that began on November 1st where users were given a bandwidth usage range of 20GB to 150GB a month. Then in October, Comcast, one of the first to put a limit in place, enabled a 250GB a month cap for custome

Today, Comcast announced that it will amend its Acceptable Use Policy and add a clause to it that will establish a "monthly data use threshold" of 250 GB per month. This effectively puts a cap on the amount a Comcast user can download per month and codifies an informal policy Comcast was already enforcing. Comcast has been under fire for limiting peer to peer traffic on their network, so it isn't a surprise that they're trying to find a less offensive way to manage their traffic. Other than Time Warner's single-city foray into monthly data caps, consumption-based billing has mostly been little ISPs with little monopolies, and given the market, we thought it'd stay that way. The researchers at the University of Colorado discovered that they were able to generate the same type of forged TCP reset packets used by Comcast to block ("delay," according to the cable provider) BitTorrent uploads. During peak traffic periods, the researchers saw TCP reset packets popping up all over the place, which they said were "aimed at any new TCP connection regardless of the application-level protocol." With Comcast having recently announced its intention to adjust its traffic management practices, alarm bells went off. Instead of giving up the practice of using TCP reset packets to manage BitTorrent traffic, it appeared that Comcast was doing the opposite: extending it to cover all sorts of traffic. In an official statement, Comcast said it had yet to make the announced changes
